Job Summary:

The purpose of the Growth Opportunities Department of Labor Grant is to introduce and prepare justice-involved youth and young adults for the world of work and on a path to equitable career opportunities through placement into paid work experiences.

The goals of the grant are to:

  • Help youth and young adults increase their conflict resolution skills and develop strategies to prevent and avoid violence.

  • Introduce and prepare youth for the world of work.

  • Help youth identify career interests, attain relevant skills, and gain work experience.

  • Provide income to youth to help them start on a path to earning living wages and obtaining high-quality jobs and careers.

The Employment Services Specialist II will serve as part of the project team for the Workforce and Apprenticeship initiatives on the DOL Growth Opportunities project. The Employment Services Specialist will create resources and materials and provide training to local grantee career navigator staff on research based best practices to equip them to serve participants with career services, identifying and making community referrals, conducting monthly review plans and evidence-based practices of coaching, motivational interviewing, flow theory, active listening and problem-solving. This position will be responsible for creating processes and supporting career workshops, job fairs, workforce readiness classes, and workshops (financial literacy, digital badging, workforce readiness courses) for program participants and conduct labor market assessments,

The Employment Services Specialist will draft technical portions of proposals and project design, based on the design and direction set by technical leadership. Provides higher-level administrative support on core project operations (e.g., update manuals, assist with proposals, and research on key workforce development).

Key Responsibilities:

  • Plan, develop, implement and evaluate the engagement of employers for apprenticeship and other work-based learning opportunities.

  • Liaise with internal and external stakeholders, such as marketing, curriculum, quality, finance, awarding bodies, funding agencies, and employers, to ensure effective coordination and delivery of apprenticeship programs.

  • Recruit, train, supervise and support staff involved in apprenticeship delivery, such as assessors, tutors, mentors, and administrators.

  • Monitor and review the progress and achievement of apprentices and provide feedback and guidance as needed.

  • Ensure that apprenticeship programs meet the requirements of the relevant standards, frameworks, and regulations, and that quality assurance and improvement processes are followed.

  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and presentations for NIWL career services. Support the program design and strategic planning by leading the development of logic models, and identifying evidence, publications, and reporting opportunities that would be beneficial to the workforce development field.

  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP's). Assists with publications, web pages, and presentations.

  • Conducts searches of published literature on evolving issues in learning and workforce development.

  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.

  • Develops or writes technical briefs, reports, or other necessary materials from a research base.

  • Conducts analysis of workforce project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.

  • Delivers presentations at professional meetings and conferences.

  • Ensures project implementation, adheres to company strategy, and remains technically sound.

  • Utilizes WorkZone to manage project deliverables.

Education:

Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology, and Youth or Related Field.**

Experience:

Requires 4 years of providing direct services in career coaching or counseling, workforce development, or a related field.

Prior experience creating lesson plans or training materials, facilitating workshops, or implementing a curriculum.

Previous experience in a non-governmental organization (NGO), government agency, or private company that serves opportunity youth, adults seeking new entry into the workforce, or populations impacted by historically marginalized communities is preferred.

Technology to be Used:

Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel:

10% - 25%

The expected US Basedhiringsalary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range:$68,000 - $87,000

International hiring ranges will differ based on location.
