The Division of Child Support Services (DCSS) is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs to include but not limited to Fatherhood, Prison Re-Entry and Parental Accountability Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child's life.
DCSS is seeking candidates for the position of Budget Analyst 3. This position is based at the State Office located in downtown Atlanta, GA.

Under broad supervision, develops, prepares, analyzes and/or revises large or complex budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. May serve as lead worker.
Role and Responsibilities: - Works closely with Budgeting & Finance Managers and Division Finance Managers to determine whether program budget and financial planning activities support the mission, goals, objectives and priorities of the department.
- Prepares quarterly expenditures and grant related projections by reviewing historical data, Budget Comparison Report, Personnel Services Projections, and other data reports.
- Manages cross-divisional financial analysis and other related functions for the department as appropriate.
- Provides ongoing technical assistance for fiscal issues and/or strategic planning issues to department leadership and division budget management personnel.
- Researches and corrects any expenditures errors in all related budget systems.
- Reviews Program budget to ensure proper general ledger coding and prepares any necessary journal entries.
- Review Purchase order listing monthly to ensure Purchase orders are liquidating within contract/grant liquidation period. Any open Purchase orders for closed grants and contracts ended must be followed with the program managers to ensure all invoices have been paid.
- Utilizes Budget Comparison Reports (BCRs) and runs queries to monitor and ensure the accuracy of program budget.
- Performs other professional responsibilities as assigned.
Core Competencies:- Ability to work effectively at multiple levels of the organization and with multiple project teams
- Excellent oral, written, presentation and interpersonal communication skills
- Strong proficiency in the use of Excel and other components of the Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.
- Associate degree in accounting, business/public administration, or finance from an accredited college or university AND four (4) years of fiscal analysis job-related experience.
OR
- Two (2) years of experience at the lower level Budget Analyst 2 (FIP011) or equivalent position.
Preferred Skills/Qualifications Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience: - Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance or related area from an approved, accredited college or university AND two (2) years fiscal analysis work experience.
- Strong proficiency in the use of Excel, including creating pivot tables, VLOOKUP, and other components of Microsoft Office.
- Experience in research and analytical skills.
- Experience with the State and/or Federal Fiscal Process.
