General Summary:

The Project Monitor is a member of the Worker & Community Protections Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division, the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment and creating economic opportunity in communities. The Project Monitor oversees the daily operations of enforcing Labor Standards provisions to ensure compliance with the United States Department of Housing and Urban Development (HUD) grant funded programs. Enforcement activities include, but are not limited to:

  • Performing administrative duties in reviewing and investigating compliance of Labor Standards Provisions

  • Reviews Certified Payroll Reports (CPRs) to ensure payment of prevailing wage rates

  • Conducts on-site interviews with construction workers (i.e. laborers/mechanics) to ensure compliance with Labor Standards Provisions during all construction phases

  • Researches, analyzes, summarizes, and prepares periodic reports

  • Investigates employee complaints and provides and prepares findings with recommended solutions

  • Provides timely technical assistance to contractors, clients, and internal department staff

  • Conducts pre-bid/construction conferences to discuss and inform subrecipient about local, state, and federal regulations involved in federally funded construction projects.

 

Duties and Responsibilities:

  • Works across department with peers in other groups to ensure collaboration for shared goals.

  • Oversees contractor submittals and database maintenance, resolves issues, conducts horizontal interviews and provides claims support.

  • Overseeing contractor/subcontractor compliance with prevailing wage rates, worker safety and other requirements as specified by US Department of Labor under the David-Bacon Act, Harris County economic development programs and other local, state and federal programs as it relates to assigned projects.

  • Maintains proper contract documentation. Provides technical assistance to correct errors.

  • Researches, analyzes, summarizes, and prepares periodic reports

  • Provides timely technical assistance to contractors, clients, and internal department staff

  • Conducts pre-bid/construction conferences to discuss and inform subrecipient about local, state, and federal regulations involved in federally funded construction projects

Required Education /Experience:

  • High School Diploma.

  • One (1) yr experience in construction compliance or related contract compliance.

Licensure:

  • A valid Class “C” Texas Driver’s License.

Knowledge, Skills and Abilities:

  • Ability to lead and manage a diverse set of activities in support of departmental objectives.

  • Ability to understand the objectives of a strategic plan and align resources to accomplishing those objectives.

  • Ability to handle highly sensitive and confidential information at all times.

  • Ability to work independently with limited supervision, relative autonomy, and general review.

  • Ability to self-start; assume ownership in setting goals.

  • Requires strong knowledge using various types of office-related and design software including Microsoft excel.

  • Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives.

  • Able to interact effectively with a diverse group of employees as part of leading and managing a team in its execution of departmental work plans.

  • Read/comprehend written materials, write/record legible notes and correctly complete required forms.

  • Knowledge of LCPtracker, Labor Compliance Payroll software

  • Associate degree

  • Minimum of two (2) years of experience in construction contract compliance including prevailing wage, DBRA and/or related acts.

  • Bilingual (oral) English/Spanish.

Position Type and Typical Hours of Work:

  • The typical work routine is eight-hour days Monday through Friday, but also subject to early morning, evening, weekend, emergency, and holiday work when required.

  • This position involves coordination with contractors, project managers, and various departments.

Work Environment and Physical Demands:

  • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels; as well as a large percentage of time spent outdoors with exposure to heat, humidity, rain, wind, and storm conditions.

  • Site Visits: May be exposed to fluids, compounds, or chemicals used in office environments and outdoor work areas.

  • This role is eligible for remote work from withing the greater Harris County region in compliance with the Harris County Telework Policy. This eligibility may be removed at any time due to work demands or unsatisfactory productivity.

Physical Demands:

  • Sitting for extended periods with frequent standing and walking and occasional ascending /descending stairs.

  • Visits to indoor and outdoor work locations.

  • Ability to wear provide Personal Protective Equipment when on site visit in the field.

  • Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force to move objects.

  • Reports to Position: Sr. Program Manager, DBRA

  • Supervises Positions: N/A
