What you will do for Harris County Precinct 2
Assist the Senior Public Works Director with planning, directing, and overseeing the activities of the Public Works Department including Road and Bridge Division which oversees daily maintenance and operations of in-house and contract work over approx. 1,300 miles of roads, right of ways and bridges and drainage; and Facilities Maintenance which maintains and repairs Precinct 2 buildings.
Duties and Responsibilities:
- Assist with overseeing, developing and implementing strategic planning over Road and Bridge and Facilities Management divisions.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; and assists in directing the implementation of changes
- Assists in managing the development and implementation of departmental goals, objectives, policies and priorities; establishes appropriate service and staffing levels and allocates resources accordingly.
- Assists in planning, directing, and coordinating, through subordinate-level staff, department work plans; meets with management staff to identify and resolve problems; assigns projects, and evaluates, identifies opportunities for improvements and monitors work efficiency and effectiveness of service delivery methods, processes and procedures and assists in directing the implementation of changes including improvements.
- Assesses and monitors workload, administrative and support systems, and internal/external reporting relationships.
- Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and assists in implementing and administering disciplinary and termination procedures.
- Assist with overseeing, developing and implementing strategic planning over Road & Bridge, and Facilities Management divisions.
- Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; assists in directing the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary
- Coordinates departmental activities with other Precinct 2 departments and outside agencies and organizations
- Assists in preparing and presenting staff reports and other necessary communications
- Performs other duties as assigned

Education:
- Bachelor's Degree in a related field from an accredited college or university
- Comparable experience in an equivalent management field may substitute for required education
Experience:
- Ten (10) years of road maintenance experience
- Comparable education may substitute for required experience
- Experience leading and/or collaborating with project and/or engineering teams; proficient ability to multi-task and effectively execute a range of precinct objectives and projects
- Project leader and lead worker experience may substitute for supervisory/managerial experience
Licensure:
- Valid Class C Texas driver's license and a good driving record
Knowledge, Skills, and Abilities:
- Knowledge of management and administration of a public works department.
- Knowledge of computers and related equipment, hardware and software.
- Knowledge of materials, supplies and construction material requirements and specifications.
- Skill in effective oral and written communications.
- Ability to establish and maintain effective relationships with a diverse population including staff and general public
- Must be proficient in multi-tasking to meet deadlines provided
- Ability to read and comprehend construction plans, estimates, and specifications
- Utilization of initiative, imagination, and independent judgment to develop and implement projects

- This position primarily operates in an office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets. Noise level in the work environment is usually average. Occasional field trips to active construction sites involving pervasive hazards associated with heavy equipment and tool operations; speeding traffic; loud and constant noise; and regular exposure to chemicals, dust, fumes, and combustible materials. Some working conditions require special precautions and the use of protective gear (e.g., hard hats, respirator masks, gloves, etc.).
- This is a sedentary role which requires exerting up to 25 pounds of force occasionally. Physical ability to sit, walk, lift, bend, climb ladders and stairs or stand for an extended period of time. Work in inclement weather as required.
Employment may be contingent on passing a drug screen and meeting other standards.
