THIS POSITION SERVES STATEWIDE OPERATIONS.
Under the direct supervision of the Telecommunication Unit Commander, employee will be responsible for supervising the Telecommunication Unit's Management personnel and complete operations of all SCHP Telecommunication Centers (TCC) statewide to ensure compliance with established rules, regulations, policies and protocols. Employee serves as liaison with Troop Commanders. Employee will assist the Telecommunications Unit Commander in the investigation of complaints regarding actions by TCC personnel statewide. Employee will monitor HP compliance with the South Carolina Based Reporting System (SCIBRS) to ensure compliance with SLED requirements.
Minimum Requirements:
Time in Grade - Must possess a minimum of six (6) months of continuous service as an SCHP Sergeant or a First Sergeant.
EDUCATION – High school diploma or GED equivalency.
PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a promotion examination for the vacancy rank within two years of the posted closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a promotional interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.
DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful Performance" rating on the employee's most recent EPMS review or has received a “Warning Notice of Substandard Performance” during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.
PROBATIONARY/TRIAL PERIOD – Any individual serving a probationary period shall be ineligible to participate in the promotion process.
Additional Requirements:
Must be familiar with the overall functions of all public safety dispatch centers policies, rules and regulations. Needs to be proficient with NIBRS and creating Submissions. Must be proficient with NCIC Hit Continuations Procedures.
Applicants must meet these requirements or be able to successfully complete these requirements upon appointment to the position:
- TCO Certification
- Certificate of completion in IS-144.A: TERT (Guidance to 9.1.1 operators, call takers, and dispatchers).
Must successfully complete collision investigation specialist and breathalyzer technician certifications, civil and crowd control training, required firearm certification and requalification annually as well as management and supervisory courses. Must possess a thorough knowledge in obtaining and maintaining NCIC and CAD certification.
Must demonstrate the ability to manage and supervise large groups of personnel and independently make accurate complex decisions in stressful and crisis situations. Must have the ability to appropriately interact with public officials and the general public under adverse conditions. Broad latitude for independent action in management and supervision of personnel.
Overnight travel required on special assignments and/or response to critical incidents.
RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy 300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. SCDPS Policy #300.47, Section IV. D.3. SCDPS Headquarters Law Enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV. C. Troop/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
