This is a remote, full-time, permanent position that falls under the Washington Management Service (WMS). Client Services Manager (WMS2) We're dedicated to protecting and enhancing the health of Washington's communities. As the Client Services Manager within the Office of Infectious Disease (OID), you'll play a crucial role in administering programs like the AIDS Drug Assistance Program (ADAP) and the PrEP Drug Assistance Program (PrEP DAP). Your responsibilities include overseeing administrative functions, managing contracts, and ensuring uninterrupted access to life-saving medications, insurance, and medical care for those in need. Reporting directly to the Director of OID, you'll lead a team in implementing statewide programs aimed at reducing new HIV infections and improving health outcomes for affected individuals. With a focus on accessibility and equity, you'll develop and monitor policies, streamline eligibility processes, and optimize the use of funds to support our mission. Additionally, you'll provide strategic leadership, foster partner relationships, and uphold compliance with federal and state regulations. Responsibilities: Manage Client Services, including eligibility, enrollment, and provider claims staff.Oversee provider budgets, contracts, and personnel management for Ryan White Part B ADAP Base.Address legislative and constituent inquiries regarding medication, insurance, and medical claims services for people living with or at risk of HIV, including inquiries about program cost effectiveness.Provide visible leadership within the office and the community on Centralized Eligibility, including ADAP and/or PrEP DAP programmatic decisions, policies, budgets, and implementations.Determine programmatic procedures to address health equity implications within the jurisdiction's programs.Serve as a subject matter expert for participatory planning and budgeting regarding medication and insurance purchasing, medical claims processes, provider contracts, pharmacy benefits management, insurance management, and medical benefits coordination.Create and submit an annual statewide report on program services.Establish and maintain proactive and positive interactions with state agencies, federal agencies, local governments, community partners, industry, and other health organizations.Represent the Department and Office in meetings at local, state, and federal levels, ensuring effective technical assistance and training to program participants, partners, including local health and Tribal partners, federal agencies, and citizens.Ensure that OID activities align with the agency's mission, maintain high technical quality, and are effectively communicated.Attend and engage in classes and training opportunities focusing on assessment, evaluation, quality improvement, communication, effective supervision, budgeting, grant writing, and continued work on health equity and reducing the effects of structural racism.Collaborate closely with the OID Director and their direct reports to develop and maintain cooperative, team-oriented working relationships, integrating programs and work efforts within OID to promote the highest impact on reducing the burden of infectious disease on Washington State residents.Actively participate as a core member of the Tactical Team, contributing to high-level policy and decisions that impact OID and the communities served. Qualifications and Experience: Note: We define “recent” as within the last 7 years.A minimum of 5 years of recent supervisory experience.Recent experience managing a team of at least 10 staff members.At least 3 years of management or consultative experience in a health services program. Experience delegating tasks to staff and managing team performance.Experience with creating budgets, managing grants, contracts, and handling financial matters.Experience promoting social justice and advancing health equity initiatives.At least 5 years of experience working with Ryan White Part B including ADAP guidance and allowable services.Experience in developing and implementing long-range strategic plans.Intermediate proficiency or higher using Microsoft Office Suite including Excel. Preferred Skills and Desired Experience: Bachelor’s degree or higher in Social Work, Nursing, Public Health, Public Administration, or a related field.Advanced proficiency with Microsoft Excel.At least five years of experience in HIV Care services.Experience applying national HRSA guidelines for care of people living with HIV including: Applied knowledge of HIV grant requirements and programs for people living with HIV.Knowledge of specific federal grant requirements related to the Ryan White Program.Experience in developing and providing culturally competent programs for diverse populations within varied working environments.Experience applying Washington State regulations (WACs), laws (RCWs), federal rules, and guidelines pertaining to HIV Care.Demonstrated experience preserving the confidentiality of sensitive information obtained or discussed during job responsibilities.Experience in creating and overseeing budgets and contracts. Location This is a flexible hybrid position meaning you’ll predominantly work remotely from your home location and may reside anywhere in Washington State, as well as the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office will be required 3 times a quarter - once a month and would be scheduled in advance at the DOH office located in Tumwater, WA. About us OID: Empowering Communities and Saving Lives!The Office of Infectious Disease provides services to prevent and control sexually transmitted diseases, HIV/AIDS, adult viral hepatitis and assesses the incidence and prevalence of these diseases. The office is also responsible for the HIV Client Services Early Intervention Program which pays for medications, insurance premiums and limited medical, mental health and dental care for low-income, eligible HIV-positive individuals. It tracks and assesses disease and health conditions by collecting, analyzing and evaluating data. It maintains databases that aid targeting resources toward current data trends.
