Job Summary
Job Summary: Job incumbent supervises the Village Bookkeepers and will work with our Village financial offices to assist with all aspects of performing financial responsibilities. These tasks include but are not limited to: troubleshooting QuickBooks, processing payroll, completing payroll tax filings, paying payroll taxes, completing grant reporting, and training TCC and Village staff in these functions. Advanced knowledge and experience with QuickBooks accounting software is required. Should be familiar with online functions like direct deposit payroll, and paying payroll taxes online. Should be familiar with grant accounting and OMB Uniform guidance. Focus is on furthering the abilities of member villages toward governing themselves with the ability to operate independently on a financial level.

Essential Functions

Representative Duties: Under the direct supervision of the Self-Governance Manager, job incumbent:
1. Supervise the TCC Village Bookkeeper program staff, providing guidance and direction to TCC Village Bookkeepers in operating effective and efficient programs.
2. Trains TCC Village bookkeepers on the use of QuickBooks, performing routine office procedures, preparing budgets and developing reports to assist Village leadership in their decision making process as well as grant reporting requirements.
3. Manages village bookkeeping revenue contracts.
4. Develops financial reports for financial analysis, forecasting, trending, and results analysis.
5. Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
6. Provides information to program managers and individuals or organizations outside of Tanana Chiefs Conference, explains accounting transactions; resolves accounting issues and discrepancies.
7. Assess new client’s QuickBooks file to determine if all revenue and expenses are posted to the correct accounts. Develop a plan to correct any errors that are discovered.
8. Calculate and post indirect cost allocation quarterly.
9. Reviews balance sheets to verify accuracy and clearing of A/P, A/R in timely manner. Verifies that financial reports are sent to granting agencies on a timely basis.
10. Leads and participates in special projects as required.
11. Maintains policies and procedures manual for Village accounting departments. Processes reviews for updates as needed.

1. Bachelor’s degree in accounting, business, or equivalent related experience.
2. Three to Five year of progressively responsible supervisory experience preferred.
3. Advance knowledge in the use of QuickBooks software, spreadsheets, and word processing required.
4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

2. Completed independent projects while continuing to support a number of Village based accounting offices.

Supervision
Physical demands: There are no unusual demands of the position. Requirements are those of normal office type work with extended hours of sitting and operation of standard office and computer equipment. Job incumbent may be required at times to lift and carry up to 50 pounds of material. Some overtime required when necessary. Be able to hear and speak effectively when interacting with others and vision is required for computer usage, paperwork, and color-coded documents.
Travel: This position will be required to travel periodically to assist Village business offices throughout the TCC region.

Summation: This is a high public contact position with frequent interaction with employees, clients, granting agencies, banking personnel, Tribes, and others.
