The law firm of Fenley & Bate, L.L.P. had its inception in 1926, when Curtis W. Fenley, Sr., established his practice in Lufkin, Texas. Mr. Fenley, a graduate of what was then Sam Houston State Teacher's College (now Sam Houston University) and the University of Texas School of Law, served as the County Attorney for Angelina County and City Attorney for the City of Lufkin for several years and continued as a solo practitioner in private practice until the 1930s. Curtis W. Fenley, Sr. and former State Attorney, R. C. Musselwhite, established Mussellwhite and Fenley in the late 1930's. Mr. Fenley and Mr. Musselwhite practiced together until the firm was dissolved in the mid 1950's and each of the attorneys established his own law firm.
