Headwaters PA is a partnership between 2 nonprofits; the Headwaters Resource Conservation and Development Council and Headwaters Charitable Trust. Each share a common vision and mission of utilizing, as well as, protecting our natural assets such as our land, forests, minerals and water within north central Pennsylvania leading to an enhanced quality of life and improved economy within the region. Headwaters PA maintains two separate Boards of Directors. However, each board has specific but parallel responsibilities. The Headwaters RC&D Council is a nonprofit 501(c)3 organization that works to improve quality of life through conservation projects that result in community improvement, rural economic stability, and environmental enhancement in the north central Pennsylvania region. The Headwaters RC&D Council was established in 1975, and covers Cameron, Centre, Clearfield, Clinton, Elk, Jefferson, McKean, and Potter Counties. The Council is primarily accountable for program oversight and implementation of projects in the areas of agriculture, forestry, community development, and water resources, and works to ensure that funding and other resources available from state, federal, and private agencies are used to meet important regional and local needs. The Council is membership-based and composed of 27 members that are key community leaders who serve as volunteers. Each of the eight counties within the Headwaters RC&D region are represented on the Council as appointees from each of the eight County Commissioners, County Conservation Districts, and the County Planning Departments. The RC&D Council was supported by the federal Resource Conservation and Development (RC&D) Program until it was defunded in 2011, which provided federal resources through the USDA Natural Resources Conservation Service such as staff for technical assistance and administrative support and office space.
