Professionally, he is the managing partner of the Law Offices of John B. Low, PC, a transactional law firm. John is married to Rhonda Brannan and has 3 children, Blakely, Madeline and Robert and one granddaughter Erin. Chief Roger Mangum has been a Texas Peace Officer for 40 years. He is a San Antonio native, growing up in the Woodlawn Lake area. After serving in the United States Air Force Reserves as a Fire Protection Specialist he joined the San Antonio Police Department in 1980. Roger spent 12 years on patrol before being assigned to the SAPD Training Academy for 15 years as the Patrol Tactics and Use of Force Coordinator. After a brief retirement in 2008 he started his second career as a Terrell Hills Police Officer. Prior to his appointment as Chief he was the Patrol Commander. Chief Mangum has a Master Police Officer Certificate and is a Class 77 graduate of the Leadership Command College. He has completed the FBI-LEEDA Trilogy and the Texas Police Chief Association Developing Leadership Course among other leadership courses.
