  • This working Manager role will support the Chief Financial Officer to plan, organize, direct, and administer the functions of the Finance Department, including all Financial and Procurement functions. Perform highly complex accounting and financial analysis to provide accurate and timely financial reports to management, government agencies, and the public to support sound decision-making and ensure appropriate public disclosure, compliance and accountability. This role will closely partner, collaborate, and work with all functions across the business to help improve the underlying processes to create efficiencies through leveraging of knowledge, tools, and automation.  The role will champion staff to increase business acumen of business process, internal controls, and corporate governance. 
    • Perform highly technical and complex accounting analysis, research, preparation, and maintenance of financial records, reports, and systems in compliance with Federal and State rules and regulations.
    • Manager and direct the Financial and Procurement activities for the department.
    • Prepare comprehensive operating budget by analyzing existing data and forecasting numbers that aligns with the short-term goals of the Agency.
    • Construct and deliver highly complex statistical and financial models to forecast business performance consistent with Agency’s long-term goals.
    • Compile, complete, and ensure timely monthly and year-end financial closing; review monthly and year-end financial statements and supporting documentation; review statements, schedules, and reports for accuracy and completeness.
    • Design, implement, and improve daily work and month-end processes and procedures to ensure efficient, accurate and complete information within established time frames.
    • Plan, assign, and supervise the work of staff; interview and recommend selection of job candidates; train, monitor and evaluate performance; take corrective action as needed.
    • Consult with and provide expert assistance to management, other departments, external auditors, and vendors; assist other departments to resolve technical accounting issues.
    • Facilitate and oversee internal and external audit functions, such as National Transit Database (NTD), Washington State Auditor’s Office annual audits, Federal Transit Administration’s Triennial Review.
    • Review and define policies to ensure key requirements are assessed leveraging a risk based approach.
    • Maintain oversight of the requirements to enable assessment of Agency policies and practices for compliance with corporate guidelines or other regulatory requirements.
    • Identify   departmental business risks and provide recommendations in line with Compliance and Internal Audit requirements.
    • Develop, maintain, and ensure optimal utilization of financial accounting information systems.
    • Develop and recommend improvements to accounting policies, processes, and procedures.
    • Prepare financial reports using database and spreadsheet applications, letters, reports, and other documentation.
    • Assist with treasury management and investment procedures and recommendations.
    • Work with and maintain confidential information. Demonstrate a high level of professionalism and workplace decorum.
    • Demonstrate regular and punctual attendance.
    • Other duties as assigned.
    MINIMUM QUALIFICATIONS
    Bachelor’s Degree in Accounting, Finance, Business Administration, or similar degree from an accredited institution and seven years of increasingly responsible accounting experience. MBA or similar will be viewed favorably. Must have a valid driver’s license. 
     
    LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
    Certified Public Accountant (CPA) and/or Certified Public Finance Officer (CPFO) 
     
    PREFERRED QUALIFICATIONS
    A seasoned professional with a minimum of 7 years’ public sector experience in a senior position developing and leading financial and operational controls. Experience in the transportation industry preferable. 
    • Uniform System of Accounts (USOA), Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Budgeting, Accounting and Reporting System (BARS), and Generally Accepted Auditing Standards (GAAS); laws, rules, and regulations governing transit financial practices and procedures.
    • Principles, practices, and methods of financial management to include investments, fiscal management activity reporting, fiscal year guidelines, industry best practices, and internal controls.
    • Principles and practices of budget administration and analysis.
    • Knowledge of risk management principles and an understanding of relevant control frameworks like COSO
    • Strong experience with Stakeholder management, negotiation skills, and influencing others across all levels of the organization
    • Quickly make sense of, combine, and organize information into meaningful patterns.
    • Prepare financial and account records, reports, and documents.
    • Apply principles and practices of supervision, training, employee development, and effective corrective action.
    • Define problem areas; develop and recommend effective courses of action.
    • Possess strong commitment to team environment dynamics with the ability to contribute expertise and follow leadership directives at appropriate times.
    • Strong comprehension of technical concepts with the ability to communicate them effectively to individuals of various technical abilities, skills, and backgrounds.
    • Present financial information before managers and Board of Directors.
    • Establish and foster positive working relationships with those encountered during work.
    • Write clear and concise reports and documentation.
    • Exercise sound judgment in making decisions.
    • Communicate technical subject matter to non-technical audiences.
    • Learn new technologies, policies, procedures, and guidelines established by professional organizations and/or governing agencies.
    • Utilize office equipment and other relevant technology (software and systems) to meet business needs.
    • Understand, follow, and communicate clearly and concisely, both orally and in writing.
    • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
    • Exercise sound judgment in making decisions.
    • Focus on tasks and recall details; handle frequent interruptions.
