Curriculum Specialist, Sr. designs and develops training programs, curriculum, methods, and materials for various audiences, including employees, managers, customers, or other learners. Conducts skill assessments and collects input to identify training or development needs, goals, gaps, and requirements. Being a Curriculum Specialist, Sr. consults with subject matter experts to define learning objectives and to design appropriate course content and training curriculum. Develops curricula supporting defined competency models or skill frameworks. Additionally, Curriculum Specialist, Sr. writes and edits outlines, syllabus, lecture notes, and materials for in-person or online courses and self-study programs. Evaluates the software or collaboration tools to be selected for training. Establishes metrics to use to evaluate training effectiveness. May collaborate with vendors that provide training materials or conduct training. May coach trainers. Requires a bachelor's degree. Typically reports to a manager.     BASIC FUNCTION:

     

    The Senior Budget Specialist is responsible for performing financial or budget analyses that may be complex in nature and require interaction with school-based and administrative personnel. This position will provide significant support in the development, monitoring, management and reporting of the district’s annual budget, and will play a senior role in budget analysis within the Budget & Finance team. This position will also serve as a liaison between the Finance Department and school and program staff and requires a broad knowledge of governmental accounting and budget procedures.

     

    Criteria for Initial Step Placement on the Schedule

    Initial placement shall be made by Human Resources on Step 1 unless employee has previous "like and kind" experience then, years of experience credit may be considered for placement.

     

    Advancement: All professional and technical employees will move incrementally over one salary schedule step each year. Step advances are only made once a year effective September 1. To be eligible for such step advancement, an employee must have been in the position by January 31 of the previous school year.

     

    REPRESENTATIVE DUTIES:

     

    Incumbents may perform any combination of the essential functions shown below at a lead or senior level, or direct and oversee the work of other staff in the completion of these duties.     E = ESSENTIAL FUNCTIONS

     

    Coordinates directly with Supervisor of Budget for prioritization of work and timely communication as to budget status updates for all school and department-based budgets; (E)

     

    Analyze budget discrepancies in assigned budgets; alerts and advises budget managers and Supervisor of Budget regarding budget concerns; (E)

     

    Provides detailed analysis for all assigned programs and provides support, training, and guidance to district staff for issues related to assigned budgets; (E)

     

    Monitors actual expenditures against budget allocations for the purpose of identifying variances; analyze variances and prepares budget adjustments as needed; (E)

     

    Assists in administering complex grant programs and federal categorical program claims as assigned, including the Elementary and secondary school emergency relief fund (ESSER). (E)

     

     

    Perform variance analysis research (budget v. actuals v. forecast); (E)

     

    Ability to prepare and present accurate, insightful, and timely reporting and analysis; communicate findings, conclusions, and recommendations for improvement of district processes and procedures; (E)

     

    Perform complex financial analysis of expenditures or initiatives having significant budget impacts, including proposals related to collective bargaining agreements or legislative activity; provide recommendations to management during such analysis projects; prepare & present a variety of analysis results and reports; (E)

     

    Assist with various forecasting or projection analysis including revenues, expenditures, enrollment, and staffing; (E)

     

    Collaborate with other team members from Finance and Human Resources in the support and management of the district’s system of position control; monitor budget to actual variances related to FTE and salary and benefit costs; initiate adjustments and corrections as necessary; (E)

     

    Assists Supervisor of Budget with the compilation of all budget requests submitted by schools and departments during the development of the annual general fund budget (F-195); (E)

     

    Coordinates communication with principals, office managers, or other budget managers regarding the status of their budgets; acts as resource to district staff for all budget concerns; (E)

     

    Strong communication skills and a proven ability to establish successful cross-departmental relationships; (E)

     

    As a representative of the budget team, may attend or lead various meetings such as budget work sessions or other budget trainings; provides a variety of information and guidance on budget details; (E)

     

    Develop and maintain analysis tools, which may include the development of various spreadsheets, database maintenance, development of Skyward reports, etc.; provide support and training to assist budget managers in monitoring their budgets; (E)

     

    Attend and participate in monthly user’s group meetings and in the training of new staff; (E)

     

    Ability to work independently, exercise flexibility, and occasionally work under pressure or with inflexible timelines; (E)

     

    Proficient in MS Office with advanced Microsoft Excel skills; (E)

     

    Actively participate in weekly or other periodic team and/or departmental status update meetings; (E)

     

    Highly motivated, proactive, positive attitude, problem solver, team player. (E)

     

    OTHER JOB DUTIES:

     

    Provides assistance for all finance and budget department assignments and projects, as needed.

     

    Maintains current knowledge of rules, regulations, legislation, technology, and procedures governing budgets; develops and recommends new procedures.

     

    Serves as member of the finance team of the district; performs related duties consistent with the scope and intent of the position as assigned.

     

    Other duties, projects and ad hoc analysis as requested.

     

    REQUIRED QUALIFICATIONS:

     

    Education and Experience

     

    Ø Bachelor's degree in accounting, finance, or economics or related analytical field. Relevant experience may be considered as substitute.

    Ø Five years of accounting, budgeting, or similar experience in a large and complex organization.

     

    Licensing and Certification

     

    None.

     

    Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.

    Must have valid driver’s license and automobile available for use. Must be willing to attend evening and weekend meetings.

    Ø Ability to learn and interpret laws and regulations governing Washington State school finance.

    Ø Ability to learn existing district budgeting procedures and assist with development of new procedures.

    Ø Ability to construct, implement, and monitor timelines and meet deadlines on projects and reports.

    Ø Ability to analyze and synthesize data.

    Ø Ability to organize and prioritize work.

    Ø Ability to interpret technical data for non-technical staff.

    Ø Ability to establish and maintain effective working relationships with a variety of others.

    Ø Skill in operating business-oriented technology including 10-key calculator and personal computer.

    Ø Skill and accuracy in arithmetic and mathematical calculations.

    Ø Skill in detecting errors and verifying data.
