    Description

    POSITION OBJECTIVE AND PURPOSE

    Identifies community needs and develops short- and long-term solutions to develop and revitalize communities and areas. Develops and implement plans and programs that help create communities, accommodate population growth and revitalize physical facilities for Cities, Towns, and Townships in Redwood County. Has frequent interaction with business owners, elected officials, administrators, and department heads, developers, educators, and others.

    ESSENTIAL FUNCTIONS

    • Identifies potential grant and loan opportunities, and other funding sources, for local economic development projects, and makes applications for them.
    • Meet with public officials, developers, and the public regarding development plans and land use;
    • Develops, implements manages, and monitors Economic Development throughout Redwood County;
    • Assists and advises businesses locating or expanding in the County by being a key point of contact. Assists businesses in understanding and anticipating the requirements of applicable codes and ordinances, the Comprehensive Plan, and other development processes. Coordinate and work closely with Land Use Supervisor and Geographical Information System (GIS) Specialist to assist business development, retention, or expansion. Works with prospects and various departments to develop project-specific timelines for proposed projects.
    • Hold meetings throughout the entire County where County businesses exist.
    • Work with County businesses that already exist to strengthen them and assess their needs.
    • Offer entrepreneurial workshops throughout the County for people interested in starting a business.
    • Bring in inspirational speakers and organize social gatherings where business owners can share success stories, discuss challenges, develop strategies and work together.
    • Provides assistance and support in a variety of economic development programs and initiatives by organizing, controlling, and coordinating program activities;
    • Ability to review and critique plans to produce higher quality developments through site design best practices;
    • Gather and analyze market research data, censuses, and economic and environmental studies;
    • Develop plans and programs to drive population growth;
    • Conduct field investigations to analyze factors affecting community development and decline, including land use;
    • Review site plans submitted by developers;
    • Assess the feasibility of proposals and identify needed changes;
    • Recommend whether proposals should be approved or denied;
    • Present projects to communities, planning officials, and planning commissions;
    • Be familiar with current zoning or building codes, environmental regulations, and other legal issues;
    • Access to Not Public Data The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, the incumbent must properly store the not public data according to the provisions of the Minnesota Government Data Practices Act (Minnesota Statutes, Chapter 13).

    Qualifications


    EDUCATION

    Must possess a high school diploma or equivalent. A bachelor's degree in Urban Planning, Community or Economic Development, or other areas of study related to this field is highly preferred and/or 2-3 years of experience in the field or in a related area.

    EXPERIENCE AND SKILLS REQUIRED

    • The ability to work in a professional and confidential office environment.
    • Familiar with standard concepts, practices, and procedures within a particular field.
    • Relies on judgment and limited experience to plan and accomplish goals.
    • Must be able to perform a variety of tasks.
    • Works under general supervision
    • A certain degree of creativity and latitude is required.
    • Must have an understanding of how GIS works.
    • Must exhibit excellent reading, writing, presentation, and analytical skills;
    • Have the ability to communicate effectively with staff and the public as well as elected and appointed officials;
    • Be able to meet deadlines and maintain product quality while managing multiple assignments
    • Must have a valid Class D MN Drivers License
