GENERAL DESCRIPTION
Under the general direction of the Mayor-President, performs highly responsible administrative, professional and supervisory work in directing the major human resources functions of the City-Parish government. This at-will position develops and administers the City-Parish's human resources programs, services and employee relations including labor relations, classification and compensation, payroll and benefits, recruitment, examination and selection, health and wellness, employee relations, and employee training and development; reviews and makes recommendations concerning the activities and operations of the department; and provides highly responsible and complex administrative support to management in the determination and interpretation of equitable human resources policies, procedures and practices. Work also involves conferring with agency and department heads or other public officials concerning human resources and related problems and performing other administrative duties. Supervision is exercised over professional, technical and clerical employees through subordinate supervisors. Performance is reviewed through conferences and results obtained. Performs other work as requested.
DESIRABLE QUALIFICATIONS
EDUCATION AND EXPERIENCE
Master's degree in human resource management, business administration, public administration, or a related field, and seven years of professional supervisory experience in human resources or public management.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS/LICENSES/REGISTRATIONS

Society for Human Resources Management (SHRM) or Public Sector Human Resources Association (PSHRA) certification preferred.
