Labor Relations Manager implements and maintains a company's labor relations programs, policies, and procedures. Ensures satisfactory labor-management relations and helps interpret collective bargaining agreements. Being a Labor Relations Manager leads grievance procedures including arbitrations and assists all levels of management on labor matters. Requires a bachelor's degree in a related area. Additionally, Labor Relations Manager typically reports to a head of a unit/department.     Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:

    REASSIGNMENT QUALIFICATIONS (DOL EMPLOYEES ONLY):
    Current New York State Department of Labor employee with at least one year of permanent, contingent-permanent, or 55 b/c service as a Labor Services Representative or Trainee 1/2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

    70.1 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent-permanent, or 55 b/c service in a Grade 14 or higher determined to be similar by Civil Service.

    70.4 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 11 or higher, a passing score on the Labor Services Representative exam and a bachelor’s degree*. Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.

    • Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

    Hourly LSR’s are not eligible for transfer or reassignment.

    55b/c:
    This position may be designated 55b/c and is subject to verification of applicant eligibility. Candidate’s must possess a bachelor’s degree*. Please provide a copy of your 55b/c letter, and proof of your degree, when applying.

    • Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.     Duties Description
    STANDARD DUTIES:
    The Labor Services Representative/Trainee 1/2 duties will include but are not limited to the following:
    • assist customers and provide a broad range of services to jobseekers and employers both on an individual basis and through group presentations.
    • interview customers to evaluate the nature of services desired, obtaining a complete work history including job experience, education, skills, salary ranges and job preferences.
    • identify barriers to employment and develop solutions to these barriers.
    • intensive job placement assistance is key through developing skills-based resume, successful employment interview coaching, providing continuing job leads, conducting employment referrals and advocating for the job seeker when applying for a job.
    • provide information on resources available through the Department of Labor.
