DEFINITION
This administrative position coordinates the instructional, support, and operational functions of adult education services. This includes, but is not limited to, managing related staff, division/citywide programming, physical and fiscal resources, and performing other division administrative duties required or assigned.
SUPERVISION
Duties are performed under the general supervision of the Senior Director of Career and Technical Education and Adult Education Services. Work is reviewed in terms of effectiveness and efficiency of operations, compliance, and compatibility with program goals, objectives, and requirements. This position oversees programs and plans in consultation with the senior director, as well as implementing programs independently. Supervision and support are exercised over related teaching staff, teacher specialist(s), program leader(s), classified, and other support staff assigned.
ESSENTIAL FUNCTIONS OF THE CLASS (Performs a variety of duties itemized below.)
Designs, develops, coordinates, implements, and evaluates curriculum, instructional programs, and workforce development activities and services for adult education.
Responsible for coordinating division sponsored adult and literacy programs including, but
not limited to, Adult Basic Education (ABE), the Adult English Language Acquisition Program (ELA), and related day and evening high school equivalency programs.
Collaborates with others to support the division’s adult career, workforce, and academic diploma programs and evening school.
Works closely with state, regional, and local directors, principals, teachers, center managers, and other community stakeholders to enhance instruction and services within adult education.
Develops and maintains active partnerships with internal and external stakeholders for the benefit of adult education programming and services.
Supports the operation of the GED® and industry testing center for adults.
Completion of local, state, and federal reports in an accurate and timely manner as assigned. Management of records and other data sources.
Grant writing and management.
Effective management of fiscal and physical resources (Budgets and inventory).
Coordinate/Provide professional development, in-services, and trainings.
Performs other duties as assigned or required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of current principles, best practices, and strategies for effectively teaching and working with adult learners.
Experience with grant writing and knowledge of methods and procedures for developing and effectively maintaining grant programs.
Experience with creating and monitoring program budgets for multiple grants and/or operational budgets.
Knowledge of applicable federal, state, and local laws, policies, and mandates associated with adult education and workforce development. Ability to maintain program compliance.
Knowledge of related data information systems and the ability to analyze such data and formulate actions plans.
Strong leadership and management skills to work effectively with various groups of internal and external stakeholders.
Ability to work within the system in a resourceful manner to accomplish reasonable goals; shows flexibility in response to process change and adapts to and accommodates new methods and procedures.
Accepts direction and feedback from supervisor and follows through appropriately.
Has a working knowledge of the general organizational structure and function of the local school system and adult education program.
Knowledge of educational and workforce related testing information, policies, and procedures for adults.
Excellent organization, communication, and presentation skills. Ability to multitask and meet deadlines.
Ability to work collaboratively within a group or accomplish high levels of work independently.
Advanced computer technology skills. Has a broad knowledge of instructional technology.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Graduation from an accredited college with an undergraduate and/or graduate degree related to adult education, education, or administration/supervision; experience as an adult education instructor or administrator/supervisor; demonstration of leadership and human relations skills.
LICENSE/CERTIFICATION
Collegiate professional teaching certificate required. Administration/supervision endorsement required.

UNUSUAL DEMANDS
District/citywide work occurs within various sites such as the administration building, schools, auxiliary centers, city facilities, and community settings. Work is subject to normal interruptions and deadlines. Position entails work during the day and/or evening hours due to adult programming. Travel may be required.
