Office Manager oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an Office Manager typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, Office Manager coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget. Recruits, trains, and coaches office staff to achieve optimal performance. May require a bachelor's degree. Typically reports to a head of a unit/department. The Office Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be an Office Manager typically requires 3-5 years experience in the related area as an individual contributor. Thorough knowledge of functional area and department processes.   • JOB SUMMARY: Serves as Group Leader, District Senior Design Engineer, or Unit Manager over professional engineers performing a broad range of engineering principles and oversees complex projects.  Manages the quality control process for engineering groups or District.  Manages activities of the engineering group or District. Coordinates and assigns projects and project tasks among engineering group members or District to ensure on time project delivery.

    JOB SPECIFIC DUTIES: Under limited supervision, serves as Civil Engineering Group Leader within the Office of Roadway Design.  Supervises the completion of project milestones and other submittals according to the baseline schedule.  Ensures project design decisions and calculations are documented in the design data book and that an organized record of paper and electronic project files is kept.  Coordinates and assigns projects and project tasks among design group members to ensure on time project delivery according to the baseline schedule. Develops and reviews proposed project schedules for Roadway Design activities.  Meet regularly with design group members to review work progress, resolve any problems to keep projects on schedule and ensure that the information and materials needed to complete project tasks are available to them. Reviews, updates & maintains Roadway Design project tasks using P6 and TPRO at least semi-monthly. Develops Action plans to resolve design related issues/delays with Design Group members. Coordinates with Project Manager and/or Project Team concerning issues related to project engineering & plan development. Makes recommendations and carries out personnel actions in accordance with applicable federal, state, and departmental policies and procedures. Approve leave in compliance with Dept. policy. Ensure WFTK is accurate. Prepares ePerformance plan and complete ePerformance ratings for all Design Group employees and counsels each individual on their performance. Prepares yearly goals and individual development plans for each member of the Design Group. Monitors performance and coaches employees to facilitate their development.

     

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

     

    STATE ENTRY QUALIFICATIONS:

    ·       Bachelor's degree in civil engineering or civil engineering and technology and demonstrated experience in a lead worker or supervisory role, and a Professional Engineer (PE) License. OR

    ·       Professional Engineering (PE) License and demonstrated experience in a lead worker or supervisory role. 

     

    AGENCY SPECIFIC QUALIFICATIONS:

    ·         Six (6) or more years of related experience in highway/transportation engineering.

    ·         Possesses and demonstrates advanced level knowledge of highway/transportation engineering and highway/transportation design computations.

    ·         Possesses and Demonstrates advance knowledge and understanding of the plan development process.

    ·         Demonstrated experience to read and understand all pertinent design information.

    ·         Demonstrated experience to prepare clear, organized and succinct written technical reports.

    ·         Demonstrated experience anticipating problems in plan development, evaluating information, and developing and implementing effective solutions.

    ·         Demonstrated experience to readily learn and teach new design principles or plan development procedures to group members.

    ·         Demonstrated experience to visualize project from plans and reviews development of project design for design quality value analysis and from the point of view of construction staging compatibility.

    ·         Demonstrated experience to perform/review all types of engineering mathematical reasoning and design computations.

    ·         Knowledge of resource allocation/balancing, Roadway Design task durations and Roadway Design project scheduling and man-hour estimates.

    ·         Demonstrated excellent management skills, with experience motivating and guiding others toward accomplishment of office/department goals.

    ·         Demonstrated experience developing team spirit and commitment to shared goals.

    ·         Committed to providing quality customer service.

    ·         Displays a professional image and highly responsible leadership, embodying high standards of ethical conduct.

     

     

    PREFERRED QUALIFICATIONS:

    ·         Eight (8) or more years of related experience in highway/transportation engineering.

    ·         Understands the Department's and the unit's goals and responds to these goals in design and management decisions.

    ·         Devises new methods of solving management or design problems when established practices are inadequate.

    ·         Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.

    ·         Shows respect, courtesy and tact to others.

    ·         Expresses ideas and facts to groups or individuals effectively.

    ·         Facilitates adaptation to change.

    ·         Uses provided software applications to work efficiently.

    ·         Sees detail in words, numbers and plans quickly and accurately.

    ·         Develops a ready memory of projects assigned to the unit.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
