Job Description
The Organizational Design and Development (OD&D) Division Director will be responsible for evaluating organizational effectiveness and defining and implementing comprehensive changes to organizational design and employee development programs to address weaknesses and prepare for future needs. Incumbent will be expected to provide expert guidance in organizational design and assist County leadership with aligning organizational structures to efficiently pursue County goals. In addition, the incumbent will be responsible for leading organizational development activities including but not limited to: succession planning, leadership coaching, and comprehensive employee learning and development.
Essential Duties
- Partner with internal HR management who support County departments, as well as County and departmental leadership to observe current organizational structures and make recommendations for optimal alignment and sustainable staffing to support strategic goals and organizational effectiveness. Coach and advise leadership on the change management of associated changes.
- Stay current with emerging roles and organizational structure standard methodologies and integrate principles and guidelines, where appropriate, to ensure appropriate layers within the organization.
- Continue the County’s succession planning efforts by developing a formal succession planning process, in alignment with the County’s culture, that includes identifying critical positions, defining key competencies and skills necessary for business continuity, implementing appropriate assessment tools and resources, and developing individuals to meet future business needs.
- Consult with internal HR management who support County departments, and departmental leadership on organizational and leadership matters. Conduct needs assessments to determine appropriate training resources to address areas of concern or improvement, e.g., team development and dynamics, communication styles, etc.
- Oversee the design and maintenance of the County’s learning and development programs for the County, including managing curriculum development and delivery methodology that adheres to overarching strategic goals.
- Ensure timely and accurate administration of all training records and Learning Management Systems.
- Performs other duties of a similar nature or level.
Other Job Requirements/Information
This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.
Minimum Qualifications
- Bachelor’s degree in organizational design, organizational development, industrial/organizational psychology, management, human resources, or another related field;
- Eight years of progressively responsible experience in organizational design and development, including two years of management experience;
- Demonstrated leadership, management, and strategic planning skills;
- Excellent communication and interpersonal skills;
- Strong project management, quantitative, and analytical skills;
- Knowledge of local, state, and federal laws, rules and regulations related to human resources;
- Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above and linked below will also be considered.
- Valid Driver's License in State of residency.
Preferred Qualifications- Graduate degree in organizational behavior, industrial/organizational psychology, business management, business administration, or another related field.
- Experience in industrial engineering and employee performance management

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law.
