Web Applications Development Manager manages the design, development, and maintenance of internal and external websites for an organization. Oversees web applications developers to ensure that websites are built and expanded based on evolving technology and business needs.     About this position:

    FACES (Family and Children Electronic System) processes the child abuse and neglect calls and houses the foster care and adoption services for the State of Missouri. FACES is one of the largest systems and application support teams in the state and we are seeking a highly motivated person to take this leadership role of the team. The FACES IT support team is known for its ability to deliver quality solutions using the latest methodology, tools, and processes with a collaborative approach.

    This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) supporting Department of Social Services (DSS).

    Duties and Responsibilities:

    This is a manager level position responsible for the development and maintenance of FACES, as well as project and resource management. This position is responsible for approximately 20 total staff, directly supervising 7. The FACES App Dev Manager will report directly to the ITSD-DSS App Dev Manager.

    The successful candidate will:

    • Possess significant experience with all aspects of managing staff, along with the ability to clearly and effectively communicate to staff and stakeholders expected outcomes and impacts.
    • Engage and maintain the appropriate members of a cohesive team to support the needs of DSS Children's Division.
    • Coach team members to continually deliver high quality solutions that exceed customer expectations and provide outstanding customer service.
    • Determine resource needs (future and near-term) and take a lead role in recruiting, onboarding, developing, recognizing, and compensating employees.
    • Cultivate strong relationships that encourage personal and technical development in your team as you mentor, communicate expectations, monitor and provide advice on performance.
    • Communicate status to users, stakeholders, and customers.
    • Ensure secure coding and comprehensive testing of all development work to achieve the highest quality releases possible.
    • Provide value added Level of Effort (LOE) input in State Fiscal Notes and future projects for FACES.

    Preferred Knowledge, Skills and Abilities:


    • Excellent verbal & written communication skills & the ability to communicate effectively with customers, peers, subordinates, and management is necessary.
    • Ability to effectively prioritize and assign work in order to meet deadlines.
    • Able to present ideas and proposals to audiences spanning technical and functional areas.
    • Demonstrates strong leadership, situational awareness, and conflict resolution skills.
    • Aptitude and desire to quickly learn new technologies and effectively communicate with both technical and non-technical people.
    • Ability to work on multiple projects or tasks at the same time in a fast-paced environment and adapt easily to changing tasks.
    • It is desirable for the candidate to possess an understanding of FACES and the CCWIS (Comprehensive Child Welfare System) Federal regulations.
