The resulting claim expense savings can be substantial. Claim Technologies Incorporated (CTI) was founded in 1990 by Donald R. Brandt, FLMI a leading career executive in insurance administration. While head of operations at Kirke-Van Orsdel, Inc., then one of the nation's largest insurance broker-administrators, he started and was CEO of a third party administration subsidiary which he developed into one of the largest in the country. This subsidiary was acquired by Blue Cross-Blue Shield of Iowa (BCBSIA) in 1986, with Mr. Brandt continuing as CEO and with CTI Vice President Patricia (Pat) Gagne as a member of senior management. Continuing to serve there for three more years Don and Pat gained what would prove to be invaluable experience and insights into the types of claim audits that were beginning to emerge. They saw that claim audits at large were focused on the symptoms and not the underlying processes effecting claim administration quality. It also became clear that there was no uniformity in how audits were being conducted, and no common set of definitions and measurements of performance was being used. Contingent fee practices came into existence essentially because of inadequate controls. And most importantly from an opportunity standpoint, they observed a lack of management information that plan sponsors and administrators badly needed.
