In the early 1800's, the area which is now known as Rains County was called Springville, due to the many natural springs in the area. In 1869, Senator Emory Rains helped survey and establish Rains county. In honor of his contributions to the area, the county seat, Emory, and the county itself were named for him. Senator Emory Rains was also known for his important legislation for the Homestead Law in 1839. The city of Emory became the Senators home, and he and his wife raised 12 children here. Rains died at his home in Rains County on March 4, 1878, and was buried in the city cemetery. Rains County is also known as the birthplace of the Farmers Co-Operative and Educational Union of America, founded in 1904. State law requires that students reach the stated age on or before September 1 of the current year to enroll. A copy of the students Social Security card, a copy of the students birth certificate, the students immunization record, and proof of residency is required at the first time of registration for Rains schools. Rains ISD boundaries extend more than 178 square miles, with RISD buses traveling over 1094 miles daily. Residence within the boundaries of the district is a requirement for enrollment.
