The WEST HAVEN HOUSING AUTHORITY was originally organized in 1946 for the purpose of building federal affordable housing. The WHHA is governed by a five (5) member Board of Commissioners appointed by the Mayor of the City of West Haven and approved by the West Haven City Council. Commissioner serves a five (5) year term. The Executive Director and the staff of the WHHA are responsible for the administration and management of the Authority. In 1966 the first federal units were erected. One hundred 100 family units called Spring Heights and 126 family/disabled units were built at Morrissey Manor. From 1976 through 1985, 391 units were added to the West Haven Housing Authority, totaling 617 federal units. When the Section 8/HCV Assistance Housing Program originated in 1976 only 75 people were on the program, today the Housing Authority assists approximately 11 38 Section /HCV families.
