    Status: Non-exempt


    I. DEPARTMENT FUNCTION/JOB OVERVIEW

    Performs financial analysis and counseling for applicable admissions or pre-admission referrals which are considered ‘High Risk’ in order to identify and address any potential problems with insurance benefits and the patients’ ability to pay. Provides self-pay, uninsured/under-insured patients with quality, reasonable and consistent financial counseling and refers patients to government agencies. Responsible for providing billing and reimbursement expertise by coordinating, organizing, analyzing, reporting, and monitoring of ‘High Risk’ admissions through knowledge of regulations and payers. This is to include daily/weekly active participation with the case management staff and others associated with the revenue cycle process to ensure maximum coverage and reimbursement is received. Work will be performed in an ethical and legal manner following organizational policies, processes, protocols and procedures. Responsible for quality service delivery and internal/external customer relations for Madonna as a whole, including upholding the vision, mission and values for the department and facility.


    II. ESSENTIAL FUNCTIONS

    (INFORMATION)
    • Knowledge of Healthcare laws, regulations, policies, procedures, and coding for billing and collection in specialty area.
    • Performs financial analysis and in-depth evaluation of current financial situation and assessment of potential solutions for patient/families categorized as ‘high risk’ admissions in order to identify and address any potential problems with insurance benefits and the patient’s ability to pay.
    • Request payment as applicable, before or at the time of admission due to inadequate or no insurance coverage, non-covered services, prior bad debt status, or denied services.
    • Schedule and facilitate patient/family financial meetings to discuss options.
    • Assist with completion of Social Security and Medicaid applications.
    • Follow applications for completion to ensure that Madonna will be appropriate reimbursed for services and that discharge barriers are eliminated
    • Maintain ‘High Risk’ admission log, track, document and monitor charges, payment and successful outcomes.
    • Work with external stakeholders to coordinate financial documentation requirements and streamline applications.
    • Monitor, analyze, and report, volume increases and decreases of ‘high risk’ admissions, actual reimbursement compared to expected, denials, number of active accounts, number of accounts closed, quality of data obtained for billing purposes, compliance with federal and state regulations for specialty area.
    • Update, trend and analyze monthly and quarterly activity to report to Manager of Patient Financial Services
    • Verify and maintain accuracy of primary/secondary payor source for billing purposes.
    • Verify Medicaid patient’s eligibility and monitor Medicaid application process for accurate payor source.
    • Compile, analyze and record patient information/updates to provide accurate billing and statistical information.
    • Verify accuracy of days and monitor Hospital Reserve Day letters to patients monthly as necessary to comply with Medicare regulations.
    • Monitor and coordinate completion of the Medicare Quarterly Credit Balance Report.
    • Coordinate and compile medical documentation/requests, secondary payor information, or any other requests as received to expedite payment and compliance to customer requests.
    • Record all pertinent conversation/actions for an account to provide an accurate documentation of collection efforts.
    • Analyze, collect and maintain responsibility for collection of accounts within departmental and facility goals.
    (PEOPLE)
    • Complete functional responsibilities within the Customer Access System and be an active participant in CAS meetings as well as lead the specialty area CAS meeting by preparing the agenda and materials to be covered in the meeting.
    • Responsible for working closely with Financial Resource Coordinator I to ensure that appropriate coverage is available, all financial resources are being considered and that the family is being well informed and represented while at the same time recognizing the importance of following the previously established financial guidelines of Madonna.
    • Develop and promote teamwork within the specialty area and within the department through leadership through the use of goal setting and active demonstration of the values of the Madonna Rehabilitation Hospital.
    • Train and mentor departmental staff and cross-functional teams in area of specialty expertise.
    • Receive and respond to questions regarding billing and status of reimbursement in specialty area.
    • Assist patient/clients when necessary to evaluate their financial needs so that they have a clear, concise understanding as to their financial responsibility regarding payment of the account.
    • Communicate and counsel resident/patients, families, co-workers and guests in a respectful and compassionate manner in accordance with the Madonna mission to ensure quality of service delivery.
    • Mentor, negotiate and intervene with patient/family that comes to Patient Financial Services for clarification and resolution of an account to ensure customer satisfaction.
    • Answer phones to provide information courteously and promptly.
    • Communicate within department and cross-functional teams and with the Patient Financial Services Manager to share or inform of situations which may impact department or facility.
    • Provide backup for department staff when sick or on vacation to ensure efficient operation and quality of service.
    • Follow instruction from supervisor to perform other functions as assigned in order to achieve the goals within the department.
    • Work well with internal and external customers in demanding situations while demonstrating commitment to service excellence.

    (THINGS)
    • Must be able to operate copier, telephone, and calculator, fax machine and have proficient computer skills, including e-mail, word processing, presentation, spreadsheet functions and patient accounting software.
    • Maintain and ensure a safe and clean environment for the department. Handle and operate all necessary equipment and perform required duties according to established safety standards to maintain compliance with regulations and prevent injury.
    III. PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

    Light Work - Walk/stand constantly while stooping, pulling/ pushing file cabinets, reaching/climbing to retrieve computer printouts/storage material, twisting at desk to reach, type, answer phone and occasional lifting of approximately 20 pounds. Manual dexterity and acuity for computer entry. Requires sufficient sight to see and read reports and computer screen and oversee and inspect work products/outcomes. Requires sufficient hearing and speaking to effectively and efficiently communicate by telephone, mobile phone, computer, or in person. Inside office setting with noise from numerous telephones, keyboards, printers and simultaneous conversations.


    IV. QUALIFICATIONS (Education/training and/or Experience)

    High school equivalency with five years’ work experience in Hospital health care billing and reimbursement required. HIPAA knowledge and understanding is critical in this role. Current knowledge of Medicare, Medicaid, Workers Compensation, Liability or commercial insurance billing and reimbursement regulations and principles required.

    Requires strong skills in oral and written communication, math, organization, analysis, and problem solving demonstrated through self-motivation and leadership.
    Ability to utilize sound interpersonal skills and maintain a calm demeanor when interacting and taking into consideration cultural background and linguistic skills with patients and families. Must have a record of demonstrating a high level of self-motivation and demonstrated excellent organizational, analytical problem solving and communication abilities.

    Must have working knowledge of Excel spreadsheets and be proficient in Word and 10 key calculator. Membership or Certification with external organizations such as HFMA, AAHAM knowledge of CMS Navigator process and/or SHIPPS Volunteer status preferred.
