  • Duties

    This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Renewable Energy Operations (REO) in various BSEE office duty locations.

    Note: This is NOT a remote position. You will be required to report to the duty location to which you are applying. Applicants applying to multiple locations are limited to selecting a maximum of 3 duty locations.

    Relocation Expenses Reimbursed: You may qualify for reimbursement of relocation expenses in accordance with agency policy.

    At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
    1. Reviews, analyzes, and tracks renewable energy Safety Management Systems (SMS), performance, compliance, inspections, investigations, and enforcement data for use in identifying Outer Continental Shelf (OCS) operational trends and assessing operator and contractor safety and environmental performance.
    2. Reviews BSEE and industry regulatory compliance evaluations and summarizes identified gaps for Renewable Energy Operations (REO) and Bureau of Safety and Environmental Enforcement (BSEE) senior leadership to assist in determining policies and priorities, training requirements, research priorities, and operator and contractor safety rankings.
    3. Participates on formal incident investigation teams and studies.
    4. Reviews and screens proposals, Safety Management Systems (SMS), plans for consistency with policies, goals and objectives as well as consistency with other current or contemplated programs or projects and their schedule for completion.
    5. Conducts monitoring of data such as reported incidents and industry self-inspection reports to assess progress toward achieving the Bureau renewable energy safety goals and objectives as identified in the Bureau of Safety and Environmental Enforcement (BSEE) Goals and Strategic Plan using appropriate metrics, analytics, and key performance and/or risk indicators.
    6. Provides advice and consultation to authorities within Bureau of Safety and Environmental Enforcement (BSEE) regarding renewable energy safety. Prepares special technical reports for use by regional and headquarters personnel when responding to Safety Management Systems (SMS) and performance related actions.
    7. Develops and recommends Bureau of Safety and Environmental Enforcement (BSEE) policy for handling all regional Outer Continental Shelf (OCS) renewable energy safety issues, both those initiated by BSEE and those referred to BSEE by other agencies and the general public.
    8. Determines what information is needed, develops methods to collect and store the data, and analyzes the information needed to: monitor and evaluate the effectiveness of policies, supports Departmental and Bureau program priorities, and responds to Departmental and Congressional inquiries.

    BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Range Information GS-13:
    Anchorage, AK: ($116,811 - $151,858) per annum.
    Camarillo, CA: ($120,246 - $156,323) per annum.
    Houston, TX: ($119,254 - $155,034) per annum.
    Jefferson, LA: ($103,409 - $134,435) per annum.
    Washington, DC and Sterling, VA: ($117, 962 - $153,354) per annum.

    First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy may be used to fill additional positions as vacancies become available.

    Qualifications

    Minimum Qualification Requirements:
    To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

    Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Designing, implementing and/or maintaining safety management systems. 2) Analyzing and evaluating performance metrics of safety programs and safety management systems. 3) Preparing technical reports in order to support safety process and procedural changes. MUST MEET ALL.
