Job Summary

We are seeking a Proposal Manager to oversee the processes to capture new business in the federal government business sector. The proposal manager will work closely with internal and external team members to ensure efficient and effective proposal responses to win new business. This position is focused on opportunity lifecycle. The ideal candidate should have experience in the same or similar role.Travel less than 10%. The Proposal Manager reports to the CEO.

Responsibilities and Duties

  • Lead proposal efforts through the opportunity lifecycle from pursuit to award.
  • Maintain a portfolio of opportunities across several Government Wide Acquisition Contracts (GWACs) to include the GSA Schedule, limited source, full-and-open, and sole-source awards.
  • Evaluate key bid opportunities with business development, project management and market leads.
  • Develop processes that support the company's quality management system.
  • Lead capture process to include competitive intelligence, gap analysis and bid team structuring.
  • Evaluate and recommend teaming agreements.

Qualifications and Skills

  • Entrepreneurial spirit.
  • At least three years' lifecycle business development experience in federal government contracting.
  • Solid understanding of the federal government buying process.
  • Excellent verbal and written communication skills.
  • Outstanding interpersonal skills with the ability to lead and influence to positive outcomes.
  • Training and/or certification in business development, capture management, or proposal management (such as Shipley or APMP), preferred.
  • BS in Business Management or relevant field.
