Green Mountain Higher Education Consortium
The Green Mountain Higher Education Consortium located in northern Vermont was founded by Champlain College, Middlebury College and Saint Michael’s College in 2013. The Consortium aims to help its members to lower costs, increase the quality of services and add strategic value to our members.
The Consortium and its members strive to leverage shared technology, create best processes and service our organizations. We are implementing Oracle HCM Cloud and are building a shared service infrastructure to support each College’s strategic plan.

Engagement Summary
The Green Mountain Higher Education Consortium (GMHEC) and its members have committed to purchase and implement software together to support their fundraising, human resources and finance functions and provide vital shared services together. The Consortium has grown exponentially over the last two years and has now fourteen employees. The Payroll Shared Services Leader is an integral part of our newest shared service: Payroll Management which is currently slated to start June 1, 2020.
The Payroll Shared Services Leader is responsible for payroll of the member Colleges and the Consortium. This includes strategic leadership to build best business processes and working towards aligning all members to the Power of One while adhering to service level agreements.
Compliance, testing, audits and reporting are an important aspect of this position. Using the new HCM system to its fullest extent, the Shared Services Leader will ensure taxation of resident and non-resident alien employees is up-to-date and in compliance with newest regulations on the federal and state level. The successful candidate will work closely with the Finance Shared Services Leader and the Finance leads from the member colleges to put into place strong controls of any input into the system done by payroll and be part of the team running payrolls and reviewing data entry made by team members.
The position will be located in Shelburne, Vermont and is a permanent position.
