The City Attorney’s Office (CAO) is made up of talented attorneys and support staff that work on a variety of interesting complex legal issues. The CAO enjoys a collaborative and collegial work environment and is looking for an exceptional attorney to join our team to provide legal counsel to the City Council, City departments, and boards and commissions. This position will support the City’s purchasing and contract functions and advise City staff in contract interpretation, policy and specifics. This position may also advise other City departments on a variety of legal issues including environmental, land use, litigation, real estate, and commercial transactions as well as supporting the Beverage Licensing Authority (Liquor Board).
Assistant City Attorneys may represent the City before administrative agencies, in municipal or water court, trial and appellate courts, at board and commission meetings, in real estate transactions, or numerous other specialty areas. The CAO offers the opportunity to be involved in challenging, meaningful, and often cutting-edge legal work in service to the Boulder community.
Essential Job Duties and Responsibilities
Provide legal advice to City departments, administrative staff, and boards and commissions. May include attending evening meetings. Includes conducting or assisting with legal research and preparing formal legal opinions.
Prepare ordinances and resolutions.
Represent the City in civil litigation cases and administrative hearings under the direction of the City Attorney. Includes preparation of memoranda, motions, briefs and pleadings to be filed in judicial or quasi-judicial proceedings. Includes advising City departments regarding the rules of evidence and procedure.
Negotiate, review and prepare agreements and contracts.
Perform other duties and legal services as assigned.

Take proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Use all required safety equipment and follow all safety regulations, policies and procedures. Report all accidents and damage to City property.
Know and follow City and department policies. Reinforce and expand legal and subject matter expertise through professional training and development.

Minimum Job Requirements
J.D. from an accredited law school by start of employment.
Licensed attorney in the state of Colorado or in the process of earning a license to practice in Colorado.
At least three years’ work experience in contract drafting and interpretation, procurement practice and policy, or similar legal knowledge and/or experience.
Ability to read, analyze and interpret complex legal documents.
Ability to respond effectively to sensitive inquiries or complaints; make oral presentations to City departments, work groups, boards and commissions, and City Council; and willingness to attend evening and/or weekend meetings. Ability to interact with members of the public or City employees when explanatory or interpretive information is exchanged, gathered or presented.
Ability to exercise judgment in selecting the most pertinent guidelines in order to interpret precedents, adapt standard practices to differing situations, and recommend alternative actions in unprecedented situations. Determine time, place and sequence of actions to be taken to meet deadline requirements.
Satisfactory results of a background check, including criminal conviction history.
Required Competencies
Know applicable law, court procedures and rules of evidence sufficient to prepare and litigate cases in court and represent the City in administrative hearings.
Knowledge of analysis and research techniques sufficient to gather information, secure and analyze desired information, and formulate logical recommendations.
Know or quickly learn policy, ordinances and City Charter requirements sufficient to advise on matters that encompass a wide variety of municipal law issues.
Independently adapt, interpret and apply written guidelines, precedents and standardized work practices to a variety of situations.
Communicate effectively.
Ability to prepare professional, concise and grammatically correct written documents.
Ability to establish and maintain effective working relationships with employees, representatives of public or private entities, policy-making bodies, and members of the public.
Ability to exercise initiative, judgment, and decision-making in solving problems and meeting organizational objectives.
Know the principles and practices of general law sufficient to collaborate with other attorneys.
Preferred Requirements
Work experience in state or local government and demonstrated interest in public service.
Work experience in federal, state or local environmental law including enforcement, compliance and due diligence issues, or similar legal knowledge and/or experience.
Work experience in land use, real estate and commercial transactional work, or similar legal knowledge and/or experience.
Work experience in advising boards or commissions, particularly knowledge in liquor licensing.
