OVERALL JOB OBJECTIVE:

Under minimal supervision, provides supervision to combination building inspectors. Codes enforced include but are not limited to currently adopted building, plumbing, mechanical, fuel gas, energy, electrical and property maintenance codes. Consistently provides technical assistance and information on construction codes and standards in person and through electronic media to the public, city staff and advisory boards.  Manages projects and processes as assigned by the chief building official. This position functions as a member of a team with an emphasis on problem-solving, effective communication, high integrity, exceptional customer service and accountability.

 

DUTIES AND RESPONSIBILITIES

  1. Supervises a team of building inspectors in the inspection of commercial, industrial, multiple-residential and single-family dwelling structures based on the requirements of the currently adopted city codes and standards.
  2. Supervises building inspectors and inspection work as necessary.
  3. Provides technical assistance, training and expertise to inspection staff to aid them in their work with the public and other staff members. May conduct instructional classes on City-adopted construction codes.  
  4. Through training, evaluations, ride-along inspections and audits assures that inspection staff are working in an effective and efficient manner in their inspection and building code enforcement work.
  5. Maintains effective and diplomatic relations with property owners, contractors and design professionals by providing information and responses to questions and complaints as necessary
  6. Assists and supports the chief fire marshal in the scheduled inspection of commercial and student housing structures as necessary.
  7. Works with information resources staff to maintain and enhance the computer systems that support the inspection process.
  8. Maintains knowledge of city plans, policies, codes, requirements, community objectives and issues, maintains personal and professional standards of continuous improvement.
  9. Responds to fire, flood and other emergencies to evaluate the integrity of buildings and systems to ensure public health and life safety.
  10. May act on behalf of the chief building official in his/her absence.
  11. Maintains professional certifications through personal development goals, education and training programs as required.
  12. Performs related duties and functions as required by management staff to meet the needs of the city. 
  13. Reviews and approves construction drawings and specifications for compliance with the building codes, and amendments to the Boulder Revised Code.
  14. Reviews and maintains logs and records of inspections and plan reviews performed.
  15. Testifies in court cases involving violations of City-adopted construction codes.
  16. Recommends appropriate revisions to City-adopted construction codes and assists chief building official in drafting ordinances and code amendments.
  17. Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
  18. Performs professional and supervisory duties relating to the planning, directing, organizing, implementing, and coordinating all programs and activities associated with City of Boulder building inspections.
  19. Coordinates technical decisions and confers with Chief Building Official on more difficult inspections and issues.

ORGANIZATIONAL STRUCTURE:

  2. TITLE(S) OF POSITION(S) OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: Building Inspectors

 

REQUIRED MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in construction technology or related field or equivalent education, knowledge, skills and abilities; and 
  • ICC Commercial Combination Inspector Certification; and 
  • A minimum of five years of journey level or supervisory construction experience in structural, mechanical, plumbing, electrical or construction design; and 
  • A minimum of five years of building inspection work in structural, mechanical, plumbing or electrical; and 
  • Must have a thorough knowledge of currently adopted building codes; the ability to deal tactfully with the public in difficult situations; ability to work independently with minimal supervision and effective verbal and written communication skills; and  
  • Must have excellent teamwork and customer service skills; and  
  • ? A valid driver’s license; and 
  • Have and maintain an acceptable motor vehicle record; and  
  • Acceptable background information including criminal conviction record and credit history. 

 

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications: 

Supervision of employees in construction or building inspection work and an ICC Building Official Certification.

 

WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions: Physical Demands: Physical Demands: Requires occasional lifting, carrying, walking, standing and kneeling; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording and interpreting information; ability to communicate with employees and the public. Ability to perform a range of manual tasks in a construction environment such as climbing stairs or ladders, visually observing work performed, and wearing of appropriate safety equipment such as boots, hard hats, and safety glasses. Regularly driving and visiting construction sites to perform building inspections.

Work Environment: Works in both a clean, comfortable office environment and in an outdoor construction site environment in variable weather conditions.  Occasional exposure to noise, adverse weather conditions, and machinery/equipment hazards.

Machines and equipment used include, but are not limited to the following: City vehicles, small manual tools, measuring devices, electrical testers, personal computers, telephones, calculators and copy/fax machines.
