Job Summary: Under the direction of the Information Technology Manager – Network Operations, the
IT Infrastructure Supervisor's role is to oversee the IT Infrastructure team and ensure the stability, integrity and efficient operation of the network and information systems of the organization and IT consortium. This position serves as a member of the Information Technology Leadership team and the lead systems engineer. This position is responsible for the day to day operations, supervision and development of staff, troubleshooting and recordkeeping. The
IT Infrastructure Supervisor takes an active leadership and participatory role in department programs and operations.
Scope of Responsibility: This position helps the IT Manager to define, establish and attain overall goals and objectives of the IT Division and performs specialized duties as assigned. The
IT Infrastructure Supervisor works independently with minimal direction from the IT Manager and is responsible for high level professional, technical, strategic, and service work with advanced troubleshooting and analysis while applying new technology to solve complex issues related to networks and information systems. This position exercises considerable knowledge of network operations and information technology principles, practices, procedures, purposes, techniques and equipment as applicable to duties and assignments using judgment, within overall direction as established.
This position assists the IT Manager with long range planning and budgeting for the assigned division and is responsible for providing leadership, supervision, direction, control, and the development of subordinates as a key member of the department's strategic planning team. The
IT Infrastructure Supervisor oversees the design, installation, configuration, and maintenance of core networking, data communications and other computer services and equipment; determines the most effective method to resolve problems and implements solutions; and makes recommendations to the IT Manager to eliminate network and server related problems.
The
IT Infrastructure Supervisor is responsible for ensuring that standards, policies and procedures are followed to provide effective service to the users and in compliance with industry regulations and best practices. This position has supervisory responsibility of the IT Infrastructure Team including Networks Systems Engineers, Server Support Specialists, temporary or seasonal employees, and contractors. This position coordinates record keeping, and other special projects; and is directly or indirectly responsible for managing all network efforts conducted. Relationships established involve cooperation and detailed procedural explanations or technical responses which directly affect customers and vendors and may include negotiation of basic agreements.
Essential Duties and Responsibilities:OPERATIONS - Coordinate and support the installation and management of routers and switches, security, DNS/ DHCP services, firewall systems, internet service, remote access systems, and network management systems.
- Perform general and advanced network configuration and installation for both local and wide area connectivity, node and router configuration, network troubleshooting and resource growth planning.
- Provide and oversee the technical support for city database servers, messaging (MS Exchange), applications servers, and other systems.
- Support the integration, implementation, and compatibility of network servers and its associated components for operational efficiency.
- Direct work plans, understands priorities and provides technical expertise to IT Infrastructure operations for efficiency and effectiveness.
- Respond to emergencies in a timely manner for prompt, efficient and effective actions.
- Supervise IT Infrastructure staff including Server Support Specialists and Network Systems Engineers.
BUDGET/FINANCIAL - Assists the IT Manager in forecasting financial requirements, scheduling expenditures, analyzing variances, and initiating corrective actions.
- Assists the IT Manager in preparing and monitoring the IT Division budgets and CIP.
- Coordinates and processes requisitions for needed materials and equipment and obtains bids and estimates on work to be contracted.
PLANNING/ANALYSIS/POLICY - Leads in the planning of new technology infrastructure, rehabilitation, and replacement projects for existing infrastructure.
- Ensures the regular inspection of all facilities, equipment and resources is completed to determine maintenance needs. Schedules repairs and maintenance in a timely manner.
- Evaluates and defines needed improvements, develops plans and specifications as required.
- Develops work plans, sets priorities and provides technical expertise to maintenance operations for efficiency and effectiveness
SUPERVISION - Supervises the IT Infrastructure Team by defining and establishing schedules, setting priorities, providing support including training staff on operational procedures and troubleshooting techniques.
- Reviews and evaluates employee performance on a regular basis.
- Administers contract and personnel policies within the division.
- Provides coaching and recommends training and developmental activities that encourage cross-training to improve performance.
- Performs functions and use analysis of equipment used by division.
ADMINISTRATIVE MANAGEMENT - Keeps IT Manager informed of division activities and makes recommendations on critical issues.
- Maintains accurate records of activities undertaken, work accomplished, work force, equipment and material utilized, and problems encountered.
- Coordinates proper use of resources; equipment, materials and personnel, to ensure delivery of efficient services in a cost effective manner.
- Attends division related meetings as necessary.

Knowledge, Skills, & Abilities: - Has supervisory experience with large enterprise customers running Cisco Systems network equipment and Microsoft Windows infrastructure protocols, and standards.
- Demonstrated knowledge with both physical and virtualized servers, especially VMWare.
- Demonstrated competencies with Networked Attached Storage and Storage Area Networks.
- Ability to understand multiple technologies (Active Directory, hardware/software, networking, mobility, security, A/V, computer images, etc.); as well as have a strong knowledge of applying support methodology in a technical environment with a bias for process improvement.
- Has excellent organizational, technology, and customer service skills. Is able to juggle multiple and changing priorities. Able to simultaneously manage multiple projects and deadlines and coordinate division-wide projects, delegating when necessary.

Minimum job requirements include a Bachelor's Degree in a technology related field, and 6 years of progressively responsible experience providing technical support for data networks, telephony, and server infrastructure, or equivalent training and experience including at least two years which are supervisory at a leadership level. Preferred qualifications beyond minimum required include experience with Cisco IOS, Cisco UCM, Microsoft Server OS, VMware, and knowledge of ticket and incident management, resolution and escalation processes. Minimum of 6 years of recent experience working in a sizable network environment. The ideal candidate will possess a current Cisco certification (CCNA, CCDA, CCNP) or be able to obtain one within 12 months of hire date.

IT Infrastructure Supervisor may encounter while performing the essential functions of the job.
Most of the duties are performed in a normal office environment although there is exposure to disagreeable elements none of which are of greater than moderate intensity such as moderate to high noise levels (requiring ear protection) in data centers, occasional outdoor work (fiber optic plant) in cold or wet weather, angry customers, and varying levels of stress with extensive use of computers and peripheral equipment. Limited lifting of up to sixty pounds or less is required up to 15% of the time. Travel within the City or region to visit and support network managed facilities is likely to occur weekly. The assigned duties and responsibilities will require remote and/or on-site support outside of regularly-scheduled shifts on a rotating basis with other IT Staff. The
IT Infrastructure Supervisor is responsible for diverse matters, some of which have deadlines and require significant attention to detail. Up to 50% of the time, work is performed at the highest level of detail and pressure of deadlines.
