Habilitative Systems, Incorporated was founded in 1978 by Larry T. Byrd and a group of concerned West Side Chicago residents. Mr. Byrd became the organization's first executive director, serving in that role until his untimely death in 1989. The agency's current President/CEO, Donald J. Dew, has led the organization since 1990. The agency began by operating several programs previously managed by an affiliate of Claire Christian United Methodist Church, located on Pulaski and 15th Streets, in the heart of the North Lawndale community. Among the early programs included Drake House Group Home for adolescent boys, Wesley Workshop, a sheltered employment facility for the disabled, and an outpatient substance abuse treatment center. Habilitative Systems, Inc. (HSI) has grown at a phenomenal rate over the years, largely by taking over the operations of other West Side agencies, including West Side Parents of Exceptional Children Special School. We began operating an early intervention program, Garfield and St. Timothy day care centers in 1984; three programs previously operated by Christian Action Ministry. "Now in its 35th year, HSI employs over 100 staff and has expanded its program matrix to include numerous health and human service initiatives (e.g. Conditional Release Program, Tabitha House for Women recovering and expansion of mental health services into Englewood. Financial support comes from various foundations, corporations, United Way/Crusade of Mercy, individual gifts, special events and City, State and Federal agencies. HSI exists to alleviate human suffering by developing and providing resources to promote dignity, self-suffiency and empowerment for humanity. HSI, through a continuum care approach is building healthy communities for underserved populations with disabilities and people living with an array of human service needs.
