What does an Utility Tech I-III do at companies like CITY OF HIGHLAND VILLAGE?

Under direct supervision, the purpose of the position is to perform semi-skilled work as an operator in the installation and maintenance of the city's water/wastewater utility systems, lines, lift stations, and associated equipment. Employees in this class are engaged in the construction and repair of water and wastewater mains and attendant devices. Work includes connection of fittings, excavation for the installation and repair of lines, the testing and monitoring of water pressure, and job-site restoration tasks. Duties involve exposure to adverse working conditions and occasional adverse weather conditions. Performs related work as required.

Provides operator assistance and functions as part of a work crew, takes part in the installation and maintenance of distribution and collection lines, to include the operation of various equipment as directed, i.e., jet machines, tapping machines, water/sewer locators, trash pumps, dump trucks and service trucks.

As part of a work crew, conducts various repairs for distribution and collection systems of the city, i.e., leaks, main breaks, manholes, faulty valves, broken fire hydrants.

Follows specific to general oral or written instructions on basic routines from an immediate supervisor or crew leader.

Flushes lines in correcting water/wastewater stoppages and blockages in mains.

Installs and/or replaces water taps, water meters, meter boxes, lines, valves, and related attendant devices.

Monitors SCADA system, to include remote monitoring when functioning on call.

Turns water on or off for new services, tenant changes, at customer's request or for delinquent accounts, performs leak repairs inside the meter box.

Communicates with customers such as notifying when turning water on or off, assists customers in leak detection, answers questions and makes explanations to ensure good customer relations.

Assists in conducting bacteriological, residual, and other sample testings and readings in monitoring pressures, and chemical/contaminant levels to ensure compliance with regulatory standards.

Performs routine maintenance on lift stations, pumps, motors, ejectors, chlorinators, fire hydrants, and other components of the city's distribution and collection systems.

Performs various preventive maintenance duties, i.e., lubricating pumps and motors, cleaning wet wells and lift stations to maintain the facilities in a safe and effective condition.

Under direction of a grade "C" operator makes adjustments to water treatment equipment, chemical levels, computerized pumping stations, and other related equipment to ensure a constant water supply, quality of water, and/or effectively treated effluent.

Performs security rounds at Utility plants/pump stations, elevated water sites and lift stations.

Performs custodial tasks at all Utility facilities both water & wastewater.

Addresses complaints concerning high or low water pressure, contaminated water, residential line stoppages, overflows.

Completes job tickets to show what actions were taken on work orders.

Assists with maintenance and monitoring of parts and supplies inventory.

Ensures the safe operating conditions per work site, i.e., traffic hazards, equipment operation, required barricades, road and site areas.

Restores/maintains work sites and City Utility facilities, i.e., mowing/weed eating well lots; sod, soil, plant restoration, sprinkler systems and brush/debris removal.

Assists in preparing sites to pour concrete; bore holes, set forms, lays & ties steel, spreads base material levels and finishes concrete.

Reads all residential, commercial, industrial and park/greenbelt water meters for billing purposes as directed.  Reads 500 to 600 meters per day as assigned and performs re-reads as needed.

Locates and uncovers buried meter boxes, reports and performs repair work needed in and around meter boxes.

Inspects for illegal connections to water mains, theft of water and damage to City property.

Uses hand-held computer to input data about meter reads, invalid addresses, code violations, repairs needed, sequence change and hazardous conditions to ensure corrective actions are taken by the appropriate group.

Trains new employees in the proper procedures of meter reading.

Assists in testing meters in the field and in the meter shop.

Uses a two-way radio to communicate with work crew and supervisors.

Ability to get along with customers and co-workers.

Observes regular and punctual attendance.

Participates in knowledge and skills development, i.e., learning to test meters on meter test bench.

High school diploma or GED; with six (6) months of previous experience that demonstrates ability to fulfill the physical requirements of the essential functions; or an equivalent combination of education, training, and experience. Requires a valid State driver's license. Requires ability to acquire grade "D" water license within six (6) months of hire date.  Requires ability to obtain a class "B" CDL with Tank endorsement and to complete hazardous materials training, both within six (6) months of hire.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference data and information, such as work orders, maintenance instructions, installation procedures, and regulatory statements.

Mathematical Aptitude: Requires the ability to add, subtract, multiply, and divide; calculate decimals and percentages; utilize principles of basic algebra.

Functional Reasoning: Requires ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences.

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work, with some emphasis on climbing and balancing, but typically involves some combination of stooping, twisting, squatting, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
