POSITION PURPOSE:
Function as assistant to the Director of City Development in the direction and supervision and management of all programs and activities of the Department of City Development.
Assist the Director in representing the Department and making presentations at meetings of the Common Council, committees, neighborhood groups and agencies.
Assist in the operation of the Neighborhood Services and the Neighborhood Enhancement Division. Assists with the management of the Planning Division, Assessment Division, Administrative and Support Services Division and the Building Inspection Division.
Assists with the administration of the City's Community Development Block Grant Program and preparation of the federal consolidated plan.
Design and conduct of technical studies relating to the physical, social, economic character of the City; prepares and supervises the preparation of future growth, land use, design, population, housing and neighborhood plans.
Assists in the administration of the city's zoning and ordinances, including serving as staff to the planning, heritage and design commission.
Participates in the preparation and supervises the implementation of city revitalization plans such as the neighborhood enhancement districts and land bank initiatives.
Maintains a consistent and reliable attendance record.
Serves as a member of committees as appointed by the Mayor, Common Council, and/or the Director of City Development.
ASSOCIATED DUTIES:
Assists the Director of Community Development with departmental administration including:Responds to, deescalate and resolve difficult and sensitive citizen and customer inquiries and complaints.
Assists building inspection division staff including a staff of plans examiners, inspectors and a building officials associated with the enforcement of the Racine Building Code.
Makes decisions and recommendations regarding hiring, discipline and promotion of subordinates; reviews performance reports prepared by subordinates and rates employee performance, authorizes leave and overtime, oversees and reviews weekly timecard activity in the City’s payroll system; City personnel rules and all other applicable rules and regulations.
Completes necessary research and special projects, and assists department staff as necessary with completion of assignments.
Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Minimum of an undergraduate degree in Urban Planning, Finance, Business Administration or related field, Master's Degree preferred.
Minimum of five (5) years’ experience in an urban planning or development office, of which a minimum of two (2) years must involve supervisory responsibilities.
Thorough knowledge of Planning legislation, principles, and practices.
Ability to initiate, develop, manage, and present proposals relating to planning programs, neighborhood studies, and housing issues.
Ability to interpret and apply administrative guidelines and requirements.
Excellent oral and written communication skills, including the ability to deal tactfully and effectively with federal and state officials, local government, business, industry, and civic organizations.
Ability to work independently with a minimum of supervision or as a member of a team.
An ability to perform basic computer operations including, but not limited to word processing, spreadsheets, and databases.
Possess a valid driver's license.
