POSITION:
The Clerk Typist II performs clerical duties related to the Divisions of the Health Department under the direction of the Public Health Administrator and / or their designee.

ESSENTIAL DUTIES:

  • Receive, answer, direct, process inquiries from both internal and external customers related to services / programs / policies / procedures according to established standards.
  • Address complaints / concerns by supplying information pertaining to departmental operations based on interpretation of regulations according to established standards.
  • Assist public in securing payment for licenses, citations, fines and / or fees, print incident and / or other relevant documentation, track individual accounts, answer questions, assist with requests while following established procedures for processing transactions.
  • Open and close daily cash register, tally, prepare deposits, enter and reconcile cash, check, and credit card transactions.
  • Scan, copy, enter, and retrieve data in / from numerous computer applications including City Works, Health Space, and Animal Licensing software applications. 
  • Track inventory, initiate requisitions and/or purchase supplies/materials.
  • Prepare internal and external correspondences / documents, maintain files, requisitions, contracts, including purchase orders which requires knowledge of specialized terminology.
  • Process and coordinate the issuance and recording keeping of reports, permits, orders, and schedules.
  • File and organize documents, respond to mail requests, and prepare and distribute information according to departmental policy with strict confidentiality.
  • Take and transcribe dictation for the Board of Health and other committees / meetings.  Enter communications and generate agendas into the Legistar program.  Have full comprehension of the Legistar software system.
  • Cross train on appropriate Environmental and Community Health functions and transition from one task to another with frequent interruptions.
  • Effectively cross train other personnel to perform Clerk Typist II responsibilities in order to provide continuity of service during vacations / absences and provide clerical relief.
  • Maintain log / communications of monthly medical distribution organizations and complete delivery.
  • Accompany other Health Department personnel with environmental and community health home visits.
  • Submit required reports in a timely manner.
  • Maintain and replenish Departmental forms, packets, and brochures.
  • Gather and format data for the development of manuscripts and technical / grant reports.
  • Assist Health Department personnel in providing tours, talks, hands-on instruction, and demonstrations.
  • Provide input at case management encounters, departmental meetings, conferences, evaluations, planning committees, and outreach activities.
  • Participate in peer review activities and evaluation of program effectiveness.
  • Maintain quality control and quality assurance measures.
  • Manage daily mail and packages.
  • Maintain Departmental office equipment.
  • Serve as Health Department Notary Public.
  • Implement document retention schedules.
  • Proficient at interacting with customers in an appropriate and professional manner.
  • Have working knowledge of the Division's budget.
  • Collaborate effectively with agency administration to provide services for community emergency intervention.
  • Maintain a consistent and reliable attendance record.

 
ASSOCIATED DUTIES:

  • Perform other duties as assigned or required.
  • Act as a first responder in a natural disaster or any public health, chemical, biological, nuclear or radiological event.

KNOWLEDGE, SKILLS, AND ABILITIES:Qualified applicants will possess a high school diploma or equivalent with classes in the field of Secretarial Science or related field, an Associate's Degree or higher in Secretarial Science or related field is preferable.  In addition, a minimum of two (2) years of employment in the field of Secretarial Science with demonstrated expertise in all requisite areas is required.
Preference will be shown to candidates who demonstrate the following:
 

  • Three (3) years' work experience with a governmental public health agency.
  • Bilingual proficiency (Spanish / English).
  • Experience working with various racial and ethnic groups.
  • Enhanced familiarity / experience with statistical theory / methods.
  • Experience in public speaking with the ability to present data and other program materials in Microsoft PowerPoint.
 
The following core knowledge, skills, and abilities are required / if applicable of all personnel:
 
  • A valid Wisconsin driver's license and reliable motor vehicle with mandatory levels of insurance coverage.
  • Current CPR/AED/First Aid Certification or the ability to obtain such certification within six months of hire. Certifications must be maintained for the duration of employment.
  • Current Tuberculosis and blood borne pathogen training or ability to obtain such certification within one year of hire. Certifications must be maintained for the duration of employment.
  • Current Category A/B packaging certification or the ability to obtain such certification within one year of hire. Certifications must be maintained for the duration of employment.
  • Current NIMS/ICS 100, 200, 300, 400, 700, and 800 certification, if applicable, or the ability to obtain such certification within one year of hire. Certifications must be maintained for the duration of employment.
  • Working knowledge of community systems / ability to initiate referrals to community health care providers, social service, and advocacy agencies, and the ability to effectively refer clients as needed.
  • Knowledge of HIPAA compliance standards and all aspects of client privacy practices.
  • Knowledge / experience evaluating health trends and risk factors of target populations.
  • Ability to establish professional relationships with clients, peers, supervisors and community organization members.
  • Personal initiative combined with the ability to work independently and interdependently.
  • Substantial working knowledge of and experience with current Microsoft Office suite (Word, Excel, Outlook, PowerPoint, and Publisher), desktop publishing, and the Internet combined with the ability to pass all required skills tests.
  • Previous experience working with large / specialized databases and preparing data for analysis.
  • Ability to analyze data and / or manipulate data in Microsoft Excel and / or applicable databases using established criteria to determine significance and assess outcomes.  Must be able to compare, count, measure, copy, compute, tabulate, and categorize data combined with the ability to pass all required skills tests
  • Ability to effectively acquire and utilize scientific / client data obtained from a variety of sources including patient records, lab reports, physician orders, maps, flow charts, and statistical reports.
  • Ability to comprehend, utilize, and implement information from a variety of sources including personnel policies, employee performance evaluations, time study sheets, policy documents, nursing procedure manuals, scientific medical textbooks, and computer software operating manuals.
  • Proficient oral / written English language skills including proper spelling, punctuation and grammar with the ability to pass required skill tests.
  • Effective oral and written communication skills at all levels of responsibility including clients and their families, physicians, local / state / and federal personnel, pharmacists, hospital and jail personnel.
  • Ability to assist in the development, submission, and implementation of successful grant proposals.
  • Ability to interpret, regulate, and enforce state, local, and federal laws, regulations, and rules.
  • Ability to effectively train and coordinate activities of interns and visiting students.
