Subject to legislative rulings by the Common Council, this appointed executive directs, manages, and supervises all activities, including administration of the City's Human Resources Department, including manpower and succession planning, recruitment, employment and staffing, equal employment and affirmative action, organizational development and training, salaried and hourly compensation, benefits and insurance, personnel policies and practices, labor and employee relations, workers' compensation and employee safety and health.
The HR Director supervises a team of two HR Generalists and a HR Administrative Assistant.
- Directs and manages the administration of all human resources activities of the City and develops appropriate policies, procedures, and regulations to do so, including supervising department personnel.
- In tandem with legal assistance, conducts labor contract negotiations with the City's three (3) bargaining units, plus the Transit-related bargaining unit, with a high degree of independence and has authority to make commitments within the bargaining parameters set by the Finance and Personnel Committee and/or the Common Council.
- Directs and supervises research to acquire data, statistical information, and the cost analyses necessary for collective bargaining, arbitration, and grievance appeals.
- Represents the City in quasi-judicial and administrative proceedings and hearings, such as union representation hearings and elections, prohibited practice and grievance arbitration hearings, official employee complaints, unemployment compensation proceedings, and employee discrimination hearings.
- Provides human resources and labor relations counsel to department heads and their supervisory staff and has authority over labor contract administration, including handling third step grievance appeals, grievance arbitrations, and pre-disciplinary action counseling.
- Maintains primary responsibility for the investigation of City liability and subrogation claims, contacts claimants, and reaches settlements or recommends action/settlements to Council committees. Claim investigation may result in substantial work outside regular office hours.
- Ensures compliance with federal, state, and local legislative mandates regarding the City's human resources policies, practices, and procedures, including EEO/AA, ADA, FMLA, and federal and state employment relations, and non-discrimination laws.
- Directs and manages the recruitment, selection, and placement of qualified non-protective service personnel in the classified and unclassified service and oversees promotional and performance evaluations procedures for non-protective service employees.
- Directs and manages the City's wage and salary administration programs in accordance with the City's collective bargaining agreements and ordinances, including oversight with respect to performance evaluation and position classification/pay systems. Directs position/wage evaluation and job/classification studies, benefit studies, and special studies. Certifies Payroll Change Notice transactions for payment of salaries.
- Evaluates data from various studies, including identification of problems and needs in staffing, operational efficiencies, cost effectiveness, and other human resources functions and coordinates such efforts with other department heads with respect to issues crucial to the City's efficient operations.
- Develops and directs the administration of the City's health and life insurance plans and other employee benefit programs and manages the development of personnel information systems, forms, procedures, and methods of record keeping. Serves as the City's official records custodian for the Human Resources Department.
- Provides training, counseling, and direction to department heads and their supervisory staff with respect to administering human resources policies, practices, and procedures and interpreting labor contracts and City ordinances relating to human resources.
- Oversees and monitors the third-party administration of the City's workers' compensation program, including claims processing and loss control. Ensures representation for the City during federal and state safety inspections of City facilities.
- Coordinates with Management Team on employee safety training and as liaison with the City’s loss control advisor.
- Assists in the completion of employee accident and safety reports and oversees the completion of required State and Federal accident reports.
- Represents the City as a member of national, state, and local human resources and labor relations organizations, such as NPELRA and SHRM.
- Acts as the City's Equal Employment Opportunity Compliance Officer and ADA Compliance Officer.
- Performs other duties as required.
Supervisory Responsibilities
- Directs and manages the administration of all human resources activities of the City and develops appropriate policies, procedures, and regulations to do so, including supervising department personnel.
Professional experience in all phases of human resources management with at least three years of experience as a supervisor/manager and principal negotiator, including preparation of labor contracts and contract administration.
Graduation from an accredited college or university with a degree in business administration, personnel and/or public administration, or a related field, preferably supplemented by significant graduate work in personnel administration, labor relations, labor law, or public administration.
- Considerable knowledge of the principals, practices, and laws pertaining to human resources, including recruitment and hiring programs, EEO/AA plans, ADA requirements, federal and state employment relations, and FMLA policies.
- Considerable knowledge of the principles, practices, and laws pertaining to public sector labor contract negotiations; contract administration; and arbitration procedures.
- Considerable knowledge of the principles and practices of public sector human resources management and administration and organizational development.
- Considerable ability to develop appropriate performance evaluation plans, compensation programs, job evaluation, and position classification plans and benefit programs.
- Proficient ability to conduct studies, analyze facts, and exercise sound judgment in arriving at conclusions.
- Proficient ability to prepare and supervise the preparation of effective reports.
- Ability to communicate effectively in written and verbal form.
