ACCEPT Education Collaborative is a regional non-profit educational organization with locations in Natick and Medway, MA. ACCEPT provides a wide range of programs and services including special education for students with moderate to severe needs, specialized transportation, home-based services, behavioral and educational consultation, and professional development. ACCEPT offers a continuum of programs and services Prek-12 and to age 22 for both students in life skills and Therapeutic programs. Our programs address autism spectrum disorders, emotional/behavioral needs, global impairments, cognitive/intellectual disabilities, language disorders, ADHD/ADD, and nonverbal learning disability.
Position Summary: Under the general supervision of the Executive Director, the Director of Finance and Operations coordinates and oversees the daily management of all of the business affairs of the collaborative and maintains records in accordance with generally accepted accounting principles.
Qualifications Required:
● Bachelors degree in business administration, finance, or related field. Masters degree preferred.
● Minimum of five (5) years’ experience and demonstrated leadership in school, non profit, collaborative and/or municipal financial management.
● Licensed or eligible for licensure as a School Business Administrator by the Massachusetts Department of Education. Designation as a Massachusetts Certified Public Purchasing Official (MCPPO).
● Demonstrated record of successful leadership in providing sound financial management, adhering to applicable legal and regulatory requirements
● Working knowledge of Microsoft Office suite, QuickBooks, and Harpers Payroll software
● Effective customer service skills and the ability to establish and maintain effective working relationships with a variety of Collaborative customers and stakeholders
● Ability to work both independently and collaboratively, with flexibility, creativity, and leadership skills that adapt to change
● Excellent communication, organizational and interpersonal skills, positive and proactive attitude
Essential Functions and Responsibilities:
· Fiscal
o Assists the Executive Director and other administrative staff in the development of the annual budget and provides input regarding long range financial planning.
o Maintains appropriate and effective fiscal procedures to assure the most efficient budget controls including maintaining general ledger and financial statements.
o Assumes direct responsibility for all collaborative purchasing and preparation of vouchers payable for the expenditure of collaborative funds.
o Implements and monitors a program of accounting that insures proper recording of all receipts and expenditures to conform to Commonwealth Chapter 30B Procurement Law and auditing requirements.
o Oversees and provides necessary documentation for annual fiscal audit as necessary.
o Prepares specifications for any subcontracts and monitors service agreements.
o Assumes responsibility for all bidding procedures when necessary.
o Maintains all accounts and reconciles bank statements promptly for:
§ cash accounts
§ restricted accounts
§ investments
Supervise all accounts receivable and accounts payable functions including:
o Issuing tuition and itinerant services bills quarterly.
o Issuing invoices as appropriate.
o Process bills and pay vendors promptly.
o Monitoring accounts for payment and pursue overdue accounts.
o Ensures preparation of all warrants for the disbursement of all collaborative funds.
· Equipment
o Responsible for the maintenance, lease agreements and service contracts of all office equipment including copy machines, FAX machines, telephones, postage meter, etc
· Grants Management
o Monitor grant income and expenses.
o Maintain integrity of grant award.
o Submit amendments as necessary.
o Prepare financial reports as required by the grant.
· Administrative
o Assist the Executive Director regarding issues of compliance with federal and state laws.
o Advise the Executive Director of the cost implications of any program changes including student and consumer enrollment, expansions or innovations.
o Analyze cost patterns and trends and report findings to the Executive Director when appropriate.
o Provide Treasurer with quarterly reports regarding all fiscal operations.
o Attend Board of Director’s meetings as requested to report on fiscal or budgetary issues.
· Personnel
o Assist in recruitment, interviewing and selection of all business office support staff.
o Provide supervision, evaluation and overall management of all business office personnel.
· Leases and Facilities
o Oversee and coordinate all custodial and maintenance services.
o Coordinate and administrate a facilities maintenance program for the collaborative’s facilities.
o Work with Executive Director to develop lease agreements with member school districts for all programs as appropriate.
· Insurance
Manage all of the collaboratives insurance programs including:
o Health Insurance
o OPEB Trust Fund
o Life Insurance
o Disability Insurance
o Worker’s Compensation
o General and Professional Liability Coverage
o Property Insurance
o Board of Director’s Liability Insurance
· Technology
o Coordinates the IT needs of the collaborative working with the Director of IT.
· Transportation
o Coordinates the transportation needs of the collaborative with the Director of Transportation.

Medicaid
o Oversee the Medicaid Reimbursement process with the Medicaid Coordinator.
